That approval is a step in the clearance process—not proof that all 21 airports were completed, opened, or operating. The Ministry reported 12 of the 21 operationalized as of December 2024; later government updates do not reconcile the status of the entire original group.
Which 21 greenfield airports received approval?
The Ministry’s 2022 list covered projects across 10 states and one union territory. Some projects have been referred to by different names in later official updates; aliases below identify the same airport, not additional projects.

The list is from the Ministry of Civil Aviation’s 8 December 2022 reply. Subsequent Ministry releases use some variant names, including Rajkot for Hirasar and Hollongi for Itanagar; those are naming differences, not extra airports.
What does in-principle approval mean?
Under the Greenfield Airports Policy 2008, a state government or airport developer proposing a new airport applies to the Ministry of Civil Aviation for site clearance and then for in-principle approval. The approval records a stage in that process. It is not itself evidence that construction is complete, that the airport has opened, or that a particular opening date is confirmed.

The Ministry’s 2023 update also identified seven projects as approved as international airports: Mopa, Navi Mumbai, Karaikal, Jewar (Noida), Dholera, Hirasar and Bhogapuram. That designation does not establish that an airport is operating international flights. The 27 July 2023 Ministry update also said Airports Authority of India was developing Hirasar and Dholera.
How many of the 21 are operational?
In its December 2024 update, the Ministry said 12 projects in the original group had been operationalized: Durgapur, Shirdi, Sindhudurg, Pakyong, Kannur, Kalaburagi, Oravakal (Kurnool), Kushinagar, Itanagar, Mopa, Shivamogga and Rajkot. This is a dated count, not a verified current total for October 2026.

The same 2024 update said Navi Mumbai and Noida (Jewar) were targeted for operationalization by the first quarter of FY 2025-26. That was a target, not a guarantee. The Ministry’s December 2024 status update is the source for both the operationalized count and those targets.
Later government reporting records further developments but does not provide a reconciled status table for all 21 airports in the original cohort. The Government of India’s 21 January 2026 year-end review lists Navi Mumbai among airports and terminal facilities inaugurated in 2025. A June 2026 government overview reports 25 greenfield airports approved after 2014, a later and broader count that it does not reconcile with the original 21. These updates are not enough to state a current operationalized total for the original group.

Who pays for and implements the projects?
The Ministry says implementation and funding responsibility rests with the airport developer, including a state government when it is the project proponent. In its 8 December 2022 written reply, the Ministry stated: “The responsibility of implementation of airport projects including funding of the projects rests with the concerned airport developer including the respective State Government (in case the State Government is the project proponent).”
That allocation means the in-principle approval should not be read as a central funding commitment for every airport. The Ministry’s 2023 update said project financing for the remaining projects rested with their developers. Project schedules can vary with factors such as land acquisition, required clearances and financial closure; approval alone does not set a common construction or opening timetable.
