The Federal Trade Commission’s lawsuit over Uber One expanded on December 15, 2025, when 21 states and the District of Columbia joined the case. The amended complaint alleges that Uber enrolled or charged some consumers without consent, failed to deliver advertised savings, and made subscriptions difficult to cancel. Those claims are allegations—not findings of wrongdoing—and the case remains pending.

Which states joined the FTC lawsuit against Uber?

The states joining the FTC were Alabama, Arizona, California, Connecticut, Illinois, Maryland, Michigan, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Jersey, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Virginia, West Virginia, and Wisconsin. The District of Columbia also joined. The FTC announced the amended complaint on December 15, 2025. FTC announcement

This was an expansion of the FTC’s April 2025 lawsuit, not a separate case. The defendants are Uber Technologies, Inc. and Uber USA, LLC. The case is in the U.S. District Court for the Northern District of California, docket 4:25-cv-03477. FTC case record

What does the complaint allege about Uber One?

The FTC and state plaintiffs allege that Uber charged some consumers for Uber One without their consent, including consumers who say they did not knowingly enroll. The complaint also describes free-trial users being enrolled in paid subscriptions and charged before their trials ended. These are claims made in the lawsuit; the court has not established that they occurred as alleged.

Subscription savings and fees

According to the FTC’s account of the complaint, Uber marketed Uber One as a monthly or annual subscription with discounts or promotions, including $0 delivery fees and potential savings of $25 per month. The complaint says some consumers did not receive promised savings or paid fees despite the $0 delivery-fee representation. FTC announcement

Cancellation

The FTC release says the complaint alleges that some people trying to cancel could face as many as 23 screens and 32 actions. The District of Columbia attorney general’s announcement described different minimums: at least seven screens and 12 actions. These are different descriptions in the respective sources of the alleged cancellation process, not results of independent consumer testing. D.C. attorney general announcement

What laws are the FTC and states invoking?

The FTC’s amended complaint invokes Section 5(a) of the FTC Act and the Restore Online Shoppers’ Confidence Act (ROSCA). The states join under ROSCA and assert their state consumer-protection authority and state-law claims. The complaint seeks permanent injunctive relief, monetary relief, civil penalties, and other remedies. Those requested remedies are not an order or a determination that Uber is liable. The FTC’s June 2026 litigation report says that on April 10, 2026, the court granted the defendants’ motion to dismiss in part and denied it in part, leaving all but one sub-claim. The court allowed amendment so state plaintiffs could add state statutes. A further amended complaint was filed May 1, defendants answered May 15, and the FTC filed a motion to strike affirmative defenses on June 5; opposition and reply followed on June 22 and June 29.
