There was some good news: harvest levels were normalizing and retail pork sales were strong. But the backlog was an approximate, attributed estimate—not an audited count—and recovery did not immediately resolve downstream labor, product availability, cost, or demand concerns.
What “plants still short labor” meant
The bottleneck was not simply whether plants could slaughter hogs. In a May 19, 2020 report, Successful Farming’s Betsy Freese summarized Rabobank animal-protein executive Christine McCracken’s assessment: packers generally had workers to harvest hogs, but not enough people to debone, trim, and box pork for retail customers. Those later steps determine how much product can be prepared and shipped in the forms retailers need.
The report also described workers’ concerns about infection and whether incentives were sufficient to bring people back to plants. McCracken warned, “In the short run, we are not going to be able to maximize the value of the carcasses.” Her point was that constraints after slaughter could limit the amount of value recovered from each animal. Successful Farming, May 19, 2020.
How large was the hog backlog?
Successful Farming reported that close to 2 million hogs had backed up on farms, attributing the assessment to McCracken. Treat that as an approximate description of the disruption at the time, not a precise final tally.

Other contemporary figures show how uncertain the outlook remained. AHDB reported that a forecast at the time projected a backlog of 1.6 million hogs by the end of August 2020 and 2.5 million by year-end. Those were projections, not confirmed counts. The same AHDB report said U.S. pork exports rose 35% year over year to 1.24 million tonnes in the first six months of 2020—an observed export figure, distinct from the projected backlog. AHDB, 2020.
What was the good news—and what remained uncertain?
McCracken’s assessment pointed to normalizing harvest levels and strong retail pork sales as positive developments. But higher harvest activity did not mean the processing chain had returned to normal: retailers faced constraints in cooler space and labor to slice products in stores, and shoppers might not find every cut or format they wanted.

Costs and demand were also unresolved. The 2020 report raised the possibility that higher prices and supply challenges could weigh on summer demand. McCracken also questioned whether wage increases made to attract plant workers could be withdrawn after the disruption, saying, “We’ve raised wages in these plants. Are we going to be able to take them off once all of this is over?” These were concerns expressed in that 2020 context, not a statement about current wages or demand.
How plant activity recovered in 2020
A separate June 2020 report said meatpacking plants were operating above 95% of the prior year’s levels, up from about 60% in April. It also said clearing the backlog could take until summer or fall. These contemporaneous figures describe recovery during 2020; they are not current operating measures. Times Leader archive, June 2020.

What this report does—and does not—say about pork today
The “2 million pigs” headline describes a pandemic-era disruption in 2020. The reporting summarized here does not establish the present U.S. hog backlog or current meatpacking staffing conditions, so it should not be used to infer either. Its lasting lesson is narrower: meat supply depends on more than slaughter capacity. Labor and space constraints in deboning, trimming, boxing, retail preparation, and distribution can affect which products reach stores even when harvest levels improve.
