The U.S. General Services Administration (GSA) says the approximately $524 million construction award for a new Cybersecurity and Infrastructure Security Agency (CISA) headquarters includes $115.88 million in Inflation Reduction Act (IRA) funding. Clark Construction was selected for the work at St. Elizabeths West Campus in Washington, D.C. The figures describe the announced award and funding—not a verified project completion or occupancy update.
How much of the CISA headquarters award comes from the IRA?
Of the approximately $524 million construction award, $115,880,000 is IRA funding, according to GSA’s August 19, 2024 announcement. The $115.88 million is part of the award, not an additional amount to add to the $524 million total.
GSA and the Department of Homeland Security announced Clark Construction’s selection for general construction on August 16, 2024; GSA published its announcement three days later. The project is planned for St. Elizabeths West Campus in Washington, D.C.
What is planned for the new building?
GSA described the facility as a 630,000-square-foot federal building intended to house CISA. Its 2024 announcement outlined both lower-carbon construction materials and building-performance measures.

Materials and building standards
GSA said approximately $80 million would go toward low-embodied-carbon materials, including asphalt, concrete, glass, and steel. A separate $35 million was planned to support high-performance green-building standards. These are planned allocations described in the announcement, not evidence of final spending.
Energy and ventilation features
The planned features include chilled beams; a dedicated outside-air system with energy recovery and demand-controlled ventilation; advanced lighting controls; and a high-performance building envelope. GSA said the project was anticipated to achieve LEED Gold v4 certification. That is a stated target, not confirmation that the building has been certified.

Why does another announcement cite nearly $288 million?
The nearly $288 million figure comes from a broader DHS and GSA announcement on August 17, 2023. It covered IRA funding for three St. Elizabeths projects: relocating CISA headquarters, ICE headquarters, and building a new 1,500-space parking garage. The agencies said the combined projects would add office space for approximately 6,500 personnel. Those figures describe the larger campus scope, not the IRA share of the CISA construction award. No. DHS’s FY2025 CISA budget material discussed $5.4 million and one position to support the headquarters transition, including planned rent for a Department Operations Center beginning in December 2024, continuous-operations support, asset-management updates, and decommissioning existing space at 4601 North Fairfax Drive, listed as 76,987 rentable square feet. This is budget-planning context; it does not establish that CISA has moved into the new building or that construction is complete. The FY2025 budget document does not provide a verified current completion date, occupancy status, or later LEED certification.
