Australia’s Homegrown Missile Plan Is Up to $850 Million—not $570 Million

Australia’s announced domestic NSM and JSM manufacturing program is worth up to $850 million—not $570 million. Here is what the Newcastle plan covers and how it differs from other defence investments.

Australia’s announced plan to manufacture Naval Strike Missiles (NSM) and Joint Strike Missiles (JSM) domestically is worth up to $850 million, not $570 million. The Australian Government said the investment will support local manufacture and maintenance, with a new Newcastle factory intended to begin production from 2027. The $570 million figure in the title belongs to a different proposal: a possible U.S. sale of AMRAAM missiles and related equipment to the Netherlands.

Where the $570 million figure comes from

The Australian Government’s 14 May 2026 announcement puts the planned NSM/JSM domestic manufacturing investment at up to $850 million. A separate U.S. Federal Register notice, published in 2026 and concerning a notice dated September 2025, gives $570 million as the estimated value of a possible sale of AIM-120C-8 AMRAAMs and related equipment to the Netherlands. That proposed sale is not funding for an Australian factory.

The available official announcements do not establish how the $570 million figure came to be attached to the Australian project. It should not be treated as an Australian spending commitment.

What Australia plans to make in Newcastle

The $850 million announcement concerns local manufacture and maintenance of the Naval Strike Missile and Joint Strike Missile, as well as priority missile components. The arrangement is with Norway and involves Australia, Norway and ten other NSM/JSM user countries. The missiles are developed by Norwegian company Kongsberg.

The government says the new Newcastle factory is intended to supply the Australian Defence Force and partner nations, with production targeted to begin from 2027. That is a forward schedule: the announcement does not establish that the factory is complete or that production has started.

Warhead work remains exploratory

On 27 March 2026, the government announced a letter of intent with German warhead maker TDW. Defence and TDW are to explore options for manufacturing and maintaining NSM/JSM warheads in Australia. The announcement says up to $137 million of the broader $850 million investment is dedicated to priority domestic missile components, including warheads. It describes an ambition to explore options, not a completed agreement to produce warheads locally.

How the missile plan fits into the wider defence budget

Australia has announced other guided-weapons and defence projects, but they are separate workstreams. Their headline values should not be added to the Newcastle program as if they were one missile-factory budget.

The amounts above are announced government figures, not independent assessments of final expenditure, completed output or realized jobs. The $137 million is included within the $850 million, while the GMLRS and AIR 6500 figures describe different projects.

Why the government says it is building domestic capacity

The stated purpose is to strengthen Australia’s ability to manufacture and maintain weapons at home and support its own forces as well as partner nations. Defence Industry Minister Pat Conroy described this as part of a broader effort to make the country more self-reliant and resilient. In the 14 May 2026 announcement, he said the government was investing up to $36 billion over the next decade to make missiles in Australia and uplift weapons stocks. That is a broad government investment statement; it is not the budget for the Newcastle NSM/JSM facility.

From a public-finance perspective, the distinction matters: an announced ceiling, a project allocation, and money actually spent are different measures. “Up to $850 million” states the maximum announced investment for the local NSM/JSM program; it does not show how much has been paid, what the final cost will be, or how much domestic production will ultimately deliver.

Which other missile announcements are not part of this factory

GMLRS component manufacturing

The government’s 29 May 2026 release, available in the located source as a syndicated republication, described a separate effort involving Lockheed Martin and Melbourne companies Moog Australia and AW Bell to manufacture GMLRS components locally. It cited more than $500 million through 2030 for local manufacturing and Australian-made components. This is not the Newcastle NSM/JSM factory budget.

AIR 6500 air and missile defence

Announced on 9 September 2026, AIR 6500’s second tranche is a $2.4 billion investment over six years. Its foundation is the Joint Air Battle Management System, intended to connect information and capabilities across the Australian Defence Force. The government associated the project with more than 360 skilled jobs in the Hunter Region and South Australia. It is an integrated air and missile-defence effort, not domestic production funding for NSM or JSM.

LRASM and JASSM-ER operational capability

A Royal Australian Air Force release dated 11 September 2026 said initial operational capability had been declared for the AGM-158C Long Range Anti-Ship Missile (LRASM) and AGM-158B Joint Air-to-Surface Standoff Missile–Extended Range (JASSM-ER). The release describes LRASM as an air-launched maritime strike weapon and JASSM-ER as a long-range land-strike weapon. It does not identify either as part of the Newcastle manufacturing program.

What the announcement does—and does not—tell taxpayers

The government announcements establish stated funding ceilings, project intentions and timelines. They do not, on their own, establish final spending, factory completion, production volumes, delivered missiles or realized economic benefits. In particular, the 2027 date is a production target, and the stated jobs associated with AIR 6500 are projected support rather than confirmed jobs already created.

  • For the Australian factory: the relevant announced figure is up to $850 million for NSM/JSM manufacture, maintenance and priority components.
  • For proposed warhead work: up to $137 million for priority components is part of that $850 million, and the TDW arrangement is exploratory.
  • For the $570 million figure: the cited official notice concerns a possible U.S. arms sale to the Netherlands, not Australian domestic manufacturing.
