California Forever’s Plan to Build a New City in Solano County: What We Know

California Forever’s proposed Solano County city is not established as approved or built. Here’s what happened to the East Solano Plan and what its announced 2026 target does—and does not—mean.

The “new city” plan associated with billionaire-backed developer California Forever is a proposal for southeastern Solano County, California—not an approved or completed city. Its East Solano Plan initiative was withdrawn from the November 2024 ballot, and a county-developer agreement announced environmental review and a target to return with a full package for approval in 2026. That target does not confirm approval or placement on a 2026 ballot.

What is California Forever proposing?

California Forever, associated with founder and CEO Jan Sramek, proposed a new community in southeastern Solano County through the East Solano Plan. The company describes a vision that combines housing, employment and clean energy. Those are the developer’s proposed benefits, not outcomes established by an approval or completed project. The headline’s “entire new city” refers to this proposed development. The available official records and reporting do not establish that a new city has been built or approved.

Where would the proposed city be?

The proposal is for southeastern Solano County, in Northern California. Its location matters because the plan would affect existing communities and county decisions about land use, services and infrastructure; it is not a project already operating under a city government.

What happened to the East Solano Plan?

California Forever submitted an initiative seeking to rezone land for the new community.
