CySEC Reaches a Settlement with FXNet

CySEC announced a €225,000 settlement with FXNET Limited in November 2025. The case concerned possible compliance violations during 2021–2022 and is separate from FXNET’s earlier €60,000 settlement.

CySEC announced on 11 November 2025 that it had reached a €225,000 settlement with FXNET Limited, a Cyprus Investment Firm. The regulator said the investigation concerned possible compliance violations during 2021 and 2022, following supervisory reviews.

This was a regulatory settlement—not a criminal conviction or a court judgment. FXNET had paid the full amount before the announcement was published. The case is also separate from FXNET’s earlier €60,000 CySEC settlement announced in 2019.

What CySEC announced

The settlement was approved by CySEC Board decisions dated 17 March 2025 and 31 March 2025. CySEC published the outcome on 11 November 2025 and recorded that there had been no judicial review.

Under the settlement procedure, CySEC described the matter as involving violations or possible violations of applicable investment-services and market-regulation requirements. That wording matters: the announcement does not describe the outcome as a criminal conviction, nor does it present the settlement as a definitive court finding after a trial.

FXNET had already paid €225,000 when CySEC published its decision. CySEC also stated that settlement payments are transferred as revenue to the Treasury of the Republic of Cyprus. They are not income of CySEC.

What rules were involved?

CySEC linked the settlement to Cyprus’s Investment Services and Activities and Regulated Markets Law of 2017, Regulation (EU) No. 600/2014—known as MiFIR—and paragraph 5 of CySEC Directive DI87-09, which concerns restrictions on marketing, distributing and selling contracts for difference (CFDs) to retail clients.

The settlement authority cited by CySEC was Article 37(4) of the Cyprus Securities and Exchange Commission Law of 2009. That provision allows the regulator to reach a settlement where there are reasonable grounds to believe that supervised legislation may have been breached.

What the case means for FXNET customers

A settlement announcement does not, by itself, establish that every FXNET customer suffered a loss or that every transaction was affected. CySEC’s published material identifies regulatory areas examined during 2021–2022, but the announcement does not say that all customers are entitled to compensation or that the settlement amount is a compensation fund.

Customers should therefore avoid treating the €225,000 payment as money automatically available for individual claims. Anyone with an unresolved account, withdrawal or complaint should retain contracts, account statements, trade confirmations, payment records and correspondence with the firm. The relevant complaint and dispute-resolution routes depend on the customer’s jurisdiction and the nature of the issue.

The cited rules are nevertheless relevant to retail clients. They include requirements concerning client information, appropriateness or suitability checks, safeguarding funds and restrictions on CFD distribution. These are the areas a customer should examine when reviewing what happened in a particular account—but the settlement itself does not determine the outcome of an individual dispute.

FXNET’s regulatory identity

The 2025 CySEC decision identifies the company as FXNET Limited, with Legal Entity Identifier (LEI) 213800KTK5WXFE8LT579.

CySEC’s regulated-entity profile lists the firm as Fxnet Ltd, licence number 182/12. The profile says the licence was granted on 1 November 2012 and gives company registration number 300624.

CySEC’s regulated-firms list dated 4 May 2026 still included Fxnet Ltd under licence 182/12. The approved-domain entry on that list was emsbrokers.com/en. A listing on a regulator’s register confirms the status shown on that register at the stated date; it does not, on its own, guarantee that an investment is suitable or that a customer cannot lose money.

The regulator’s regulated-entity profile and its regulated-firms list are the appropriate places to verify the licence and authorised domain.

Do not confuse this with the 2019 settlement

CySEC’s records show a separate earlier settlement involving FXNET Ltd:

The two cases should not be combined. A report saying that FXNET was subject only to a €60,000 settlement is referring to the 2019 action and is outdated if it is intended to describe the later announcement. Conversely, the €225,000 settlement should not be presented as though it were the 2019 case.

What the announcement does not establish

  • It does not describe a criminal conviction.
  • It does not say that a court made a definitive finding after judicial proceedings.
  • It does not say that the misconduct occurred in 2025; the investigation examined compliance during 2021–2022.
  • It does not say that CySEC kept the payment; the stated recipient of the revenue is the Treasury of the Republic of Cyprus.
  • It does not state that FXNET’s licence was cancelled because of the settlement.

Careful wording is particularly important for customers trying to assess an online broker. The settlement is a significant regulatory record, but it should be read alongside the firm’s licence status, the products offered, the customer’s jurisdiction and the specific terms of any account.

When did the conduct examined by CySEC occur?

CySEC said the investigation examined FXNET’s compliance during 2021 and 2022. The announcement itself was published on 11 November 2025.

Was FXNET’s licence cancelled?

The supplied CySEC records do not say that the licence was cancelled because of the settlement. A CySEC regulated-firms list dated 4 May 2026 still included Fxnet Ltd under licence 182/12.

Is the €225,000 available to FXNET customers as compensation?

The announcement does not describe the settlement as a customer-compensation fund. Customers with individual complaints should preserve their records and use the relevant complaint or dispute-resolution process for their jurisdiction.
