The HELOC average was 0.23 percentage points lower in that survey. These are historical averages for a specified loan profile—not live rates or a quote for an individual borrower.

Bankrate reported the following national survey averages on September 22, 2025. Both figures apply to a $30,000 borrowing profile and should not be read as rates available to every borrower.

In that report, the HELOC average fell as the Federal Reserve cut rates by a quarter point, while the home equity loan average rose five basis points. The reported difference between the two home equity products was 0.23 percentage points. Bankrate’s September 22 roundup provides the dated figures.
How HELOC rates compare with home equity loan rates
The rates are only one part of the comparison. A HELOC is revolving credit, generally with a variable rate: you can draw funds as needed, and the rate and payment may change. A home equity loan pays a lump sum and typically has a fixed rate and fixed payments, which makes repayment more predictable.

- Borrowing pattern: A HELOC can suit staged expenses because you draw only as needed; a home equity loan is structured around receiving one lump sum.
- Payment certainty: A variable-rate HELOC can become more expensive if its rate rises. Fixed payments on a home equity loan offer greater predictability.
- Overall cost: Compare the annual percentage rate (APR), fees, draw and repayment terms, and any rate caps—not just the advertised interest rate.
- Collateral: Both products use home equity, so the home is at risk if you cannot repay. Consider that risk alongside other ways to finance the expense.
Why your offer may differ from the national average
Bankrate’s HELOC series methodology describes a standardized profile: a 700 FICO score, a $30,000 line, 80% loan-to-value (LTV), and an existing single-family detached primary residence. The series uses a weekly survey of 10 large institutions in 10 large U.S. markets. The Federal Reserve Bank of St. Louis-hosted FRED series notes describe it this way: “This series measures the national average interest rate for Home Equity Lines of Credit (HELOCs).” FRED’s Bankrate Monitor series notes explain the profile and methodology.
Your rate can vary with creditworthiness, LTV, location, property and loan details, and lender terms. A national average is a benchmark, not a guarantee or a personalized offer.

What to compare when requesting lender offers
Request written estimates using the same borrowing amount and assumptions so you can compare them fairly. Look beyond the starting rate and review:
- APR and any application, appraisal, title, or closing charges;
- whether the rate is fixed or variable, how a variable rate can change, and any applicable caps;
- the HELOC draw period and repayment period, or the home equity loan’s payment schedule; and
- how the payment could fit your budget if rates rise or your circumstances change.
A dated Heartland Credit Union rate disclosure illustrates why product terms matter: its HELOC rate was variable and tied to the Wall Street Journal Prime Rate, while its closed-end second mortgage rate was fixed for the life of the loan. The disclosure said actual pricing depended on creditworthiness and LTV and noted that appraisal, title, and other closing charges could apply. Those rates were accurate as of September 17, 2025; they are a contemporaneous lender example, not a national benchmark or a current offer.
