In an article updated January 31, 2025, CBS News reported an average interest rate of 8.26% for a home equity line of credit (HELOC) and 8.44% for a home equity loan. The averages described rates at that time; an individual borrower’s rate could differ based on lender, credit, equity, location and loan terms.
The same article cited personal loans around 13% and credit cards near 23% as contemporaneous comparisons. Those are also dated figures, not current rate comparisons.

All figures in the table are CBS News calculations for a $100,000 balance, at the stated rate, repaid over the stated term, published January 31, 2025. Because the example concerns a variable-rate HELOC, the rate and payment can change; a one-time calculation cannot show exactly what later monthly payments will be.
Why a lender’s advertised rate may differ from the average
An advertised “as low as” rate is a conditional starting point, not a promise that every applicant can receive it. For example, Houston Federal Credit Union listed variable HELOC rates effective through January 31, 2025, of 7.50% in Texas and, in South Carolina, 7.50% up to 80% loan-to-value (LTV) and 8.50% at 81%–90% LTV. The credit union said rates could change and approved rates depended on normal credit criteria and applicant and loan factors. Its page also noted closing costs and state-specific conditions. These expired, regional examples are neither national averages nor current offers.
Before comparing a HELOC or home equity loan, check the complete terms—not just the headline rate:
- Rate and APR: Determine whether the rate is fixed or variable, and compare the APR and applicable fees.
- Payment structure: For a HELOC, identify the draw and repayment phases, their lengths and how payments are calculated in each.
- Rate-change risk: For a variable rate, review the index, margin, rate caps and how a rate increase could change payments.
- Total costs: Ask about closing costs and other fees, and whether any costs or conditions apply in your state.
- Eligibility: Confirm credit criteria, LTV limits and geographic availability with the lender.
- Repayment term: Compare the amount and duration of required payments, not only the initial rate.
Verify live lender terms directly before applying; the credit union rates above were listed only through January 31, 2025.

How home equity figures relate to individual borrowing
MortgagePoint’s January 31, 2025, summary of ATTOM’s Q4 2024 U.S. Home Equity & Underwater Report said 47.7% of mortgaged residential properties in the United States were “equity-rich.” ATTOM defined that status as combined estimated loan balances no greater than half of estimated market value. The reported share was 48.3% in Q3 2024 and 46.1% in Q4 2023.
Those figures describe aggregate estimated property values and loan balances, not a particular homeowner’s available credit, qualification or ability to afford payments. In its Q4 2024 context, ATTOM CEO Rob Barber described the housing market as being in a fall-season holding pattern while homeowners retained historically high property equity, which he attributed in large part to more than a decade of rising home values.
