The B-2’s operating cost is high because sustaining a small, specialized stealth-bomber fleet requires substantial maintenance and support. The latest specific figure in the cited Government Accountability Office data is $150,741 per flying hour in FY2020. That is an accounting measure of operating and support costs—not the price of one mission, nor a current FY2026 rate.
What does it cost to operate a B-2?
The U.S. Government Accountability Office’s 2023 report gives several distinct measures for FY2020. They describe different slices of the program and should not be treated as interchangeable.

GAO reported that total operating and support costs were up 0.5% from 2019, while cost per flying hour changed by 10%. Those are year-over-year changes in the report’s measures, not evidence that every flight’s cost rose by the same amount. GAO-23-106217 (2023)
Why is maintaining stealth demanding?
The B-2’s low-observable features are part of its mission capability, so maintaining the aircraft includes preserving those features as well as keeping the rest of the bomber serviceable. Older GAO evidence illustrates the labor involved, but it must be kept in its historical context: a 1997 report said some low-observable materials were damaged each time the aircraft flew during testing. Repair of those materials accounted for 39% of the 80 maintenance man-hours per flight hour experienced in that flight-testing period.

The same 1997 report cited an average of 124 maintenance man-hours per flying hour at Whiteman Air Force Base over the 12 months ending March 1997. These figures are from testing and 1990s operations; they are not present-day maintenance rates. How does fleet size affect the cost?
A 20-aircraft fleet with 5,441 combined flying hours in FY2020 is a narrow base over which to spread specialized support and infrastructure. The implication that a smaller fleet can make those burdens more concentrated is an inference from the fleet size and reported cost measures, rather than a separate GAO attribution of a specific dollar amount to fleet size.

GAO also documented a direct sustainment challenge: program officials described the B-2 as a “low-density, high-demand fleet,” and reported difficulty obtaining needed parts. Who performs B-2 maintenance?
Support is divided between contractor depot work and Air Force field work. GAO describes the arrangement as follows: “A contractor performs programmed depot maintenance on the airframe and Air Force personnel perform field maintenance.” These are separate layers of sustainment, not two names for the same task or cost. Is the B-2’s purchase price its operating cost?
No. The U.S. Air Force fact sheet gives an approximate unit cost of $1.157 billion in FY1998 constant dollars. That is a historical acquisition-cost figure, not an annual operating expense or a per-flight cost. GAO’s $150,741 figure, by contrast, is operating and support cost per flying hour for FY2020.
