They set annual and aggregate ceilings for graduate and professional students and Parent PLUS borrowers, end new Grad PLUS borrowing for most students, and add a separate lifetime cap. These are maximums—not guaranteed loan awards. The rules do not cover private education loans, which have separate terms.
What are the new federal student loan limits for 2026?
The new limits are set by Public Law 119-21 and implemented by the U.S. Department of Education’s final regulations, effective July 1, 2026. The statutory changes generally apply to periods of instruction beginning on or after that date. The table separates annual limits from aggregate ceilings; the lifetime ceiling is a distinct limit on covered student borrowing.

The amounts and effective-date rules are in Public Law 119-21 and the Department of Education’s final regulations. A statutory ceiling does not mean a borrower will receive that amount: eligibility, program classification, enrollment, prior borrowing and the school’s financial-aid processing can all affect what is available.
How the limits affect graduate and professional students
Graduate study
For borrowers covered by the new rules, Direct Unsubsidized Loans have both a per-year ceiling and a separate aggregate ceiling for graduate study. Reaching the aggregate limit can matter even if a student has not borrowed the full annual maximum in a particular year. New Grad PLUS borrowing is phased out for students outside the transition exception described below. Professional study
The rules set a distinct annual and aggregate limit for professional students. The law also coordinates aggregate treatment when someone has borrowed in both graduate and professional categories; the two program ceilings should not be treated as automatically stackable, additional allowances. A student should ask the school’s financial-aid office how the classification of the program and prior borrowing affect the applicable limit.
How much can parents borrow with Parent PLUS?
The new annual and aggregate Parent PLUS ceilings apply per dependent student. The aggregate ceiling is shared across all parents borrowing Parent PLUS for that student; it is not a separate allowance for each parent. Federal Student Aid’s Parent PLUS Loans page covers the program and the changes.

Parent PLUS borrowed by a parent is excluded from the separate lifetime student-borrowing ceiling in the table. That exclusion does not remove Parent PLUS from its own per-student cap.
Are Grad PLUS loans ending?
New Grad PLUS borrowing is no longer generally available under the new rules for periods of instruction beginning on or after July 1, 2026. Some students may qualify for the limited transition exception, but having borrowed a Grad PLUS loan at any time in the past does not, by itself, preserve access. Check the applicable conditions with the school and Federal Student Aid before assuming a future loan is available.

Do the new limits apply to current students?
Some continuing students may receive legacy loan limits for a limited transition period. The exception is tied to the same program at the same institution, a qualifying Direct Loan made for that program before the cutoff, and the student’s expected time to credential. It is not blanket grandfathering for everyone with a prior federal student loan.
The Department of Education’s final-rule discussion states: “A student may receive the legacy loan limits during the period of the student’s expected time to credential, if the student is enrolled in a program of study at an institution as of June 30, 2026; and, a Direct Loan was made to the student for such program of study prior to July 1, 2026.” The rule treats “made” and “disbursed” interchangeably for this test. A loan that was disbursed and later repaid can count; a canceled loan does not.

Check whether the exception may fit
- Confirm that you were enrolled in the same program at the same institution on June 30, 2026.
- Check whether a Direct Loan was made, or disbursed, for that program before July 1, 2026. A disbursed loan later repaid may qualify; a canceled loan does not.
- Ask your financial-aid office how the rule’s expected-time-to-credential period applies to your program and enrollment history.

The lifetime aggregate ceiling is separate from the graduate, professional and Parent PLUS program limits. Parent PLUS loans made to a parent on behalf of a dependent student are not included in the student’s lifetime total. By contrast, amounts previously repaid or discharged do not reduce the amount counted toward the statutory ceiling. The enacted limits are in Public Law 119-21.

What to confirm before planning to borrow
- Identify the credential and how the school classifies the program: graduate or professional.
- Check the period of instruction and whether the new rules or the limited transition exception apply.
- Separate annual availability from program-specific aggregate borrowing and the lifetime ceiling; ask the financial-aid office how prior loans affect each.
- For Parent PLUS, track the total borrowed by all parents for the same dependent student.
- Review official Federal Student Aid information, including Complete PLUS Loan Credit Counseling, and contact the school for case-specific guidance.
Private education loans have separate eligibility, pricing and contract terms; the federal limits above do not establish what a private lender may offer or whether private borrowing is a suitable replacement.
