404 Media reported that Google accepted paid promotion for services designed to create synthetic sexual or nude images, including nonconsensual imagery. According to the accessible summary of that report, Google removed the specific ads and websites journalists flagged. Google’s published advertising rules prohibit promoting these services, but the available account does not establish which advertisers or placements were involved, how long the ads ran, or how much Google earned.
What the report says—and what remains unverified
The headline refers to a 404 Media investigation. An accessible Yahoo search result summarizing the story says Google took down the specific advertisements and websites the journalists flagged. The result also quotes a Google spokesperson as saying that services designed “to create synthetic sexual or nude content are prohibited from advertising through any of our platforms or generating revenue through Google Ads.”
The underlying 404 Media article was not accessible in the available record. As a result, the specific advertiser names, ad formats, dates, locations, evidence shown to Google, and any payment amounts cannot be independently established here. The allegation is about paid promotion; it should not be treated as proof of how much Google received or how long any ad remained live.
What Google’s advertising rules prohibit
Google’s Google Ads policy on sexual content bars ads promoting underage, non-consensual, or otherwise illegal sexual themes. It also separately prohibits promoting synthetic content altered or generated to be sexually explicit or contain nudity. The policy specifically gives apps that claim to generate deepfake pornography as an example of prohibited promotion.

That written rule establishes Google’s stated standard, not whether a particular ad was delivered or whether enforcement happened promptly. Google says serious violations are egregious and can lead to an account suspension when detected, without prior warning.
How Google describes coordination between Play and Ads
In an August 25, 2026 post, Ron Aquino, Google’s Senior Director of Trust & Safety for Chrome, Android, and Play, said: “Google Play’s policies prohibit the facilitation, creation, or distribution of non-consensual sexual content.” The post describes repeated app reviews and coordination between Play and Ads teams to cut off advertising and monetization routes for apps suspended or removed for harmful content, including non-consensual intimate imagery.

Google also says it enforces its Play App Promotion policy when an app advertises sexually explicit or “nudifying” capabilities on any platform—even if the app itself does not have those capabilities. The company says developers are responsible for ads promoting their apps, including ads created by authorized third parties. These are Google’s descriptions of its policies and enforcement approach; they do not independently verify what happened in the 404 Media case.
What a separate watchdog investigation found
A separate 2026 investigation by the Tech Transparency Project (TTP), released by the Campaign for Accountability, examined apps listed in both major app stores. Its findings add context about the broader market, but they are not evidence about the particular ads in the 404 Media report.

- TTP said searches for terms including “nudify,” “undress,” and “deepfake” surfaced 49 unique apps in Google Play and 46 in Apple’s App Store.
- According to TTP’s testing, roughly 40% of the apps it identified across both stores could render women nude or scantily clad.
- TTP said the apps it identified across the two stores had 483 million downloads and more than $122 million in lifetime revenue, citing data compiled by a mobile analytics firm. Those figures are not limited to Google Play and are not estimates of Google’s advertising receipts.
TTP also reported app-store advertising and search features that could steer users toward these apps. Its findings concern store discovery and app availability, not the specific paid-ad episode in the headline.
Why Congress asked Google about enforcement
On April 1, 2026, Senator Jon Ossoff sent Google a letter asking how the company identifies apps with nudifying features, how many employees work on that task, how user reports are handled, and which apps Google had found and acted against. The letter is an inquiry, not a finding that Google violated its policies or evidence that Google provided answers.

It cited advocate research reporting that 16% of surveyed U.S. teenagers aged 13–17 personally knew someone targeted with an AI-generated deepfake image while a minor, and 11% said they learned that deepfake nudes of themselves as minors had been shared or reshared. Those are survey figures as described in the senator’s letter, not findings independently assessed here.

The available sources establish a gap between Google’s stated rules and the allegation that prohibited services received paid promotion. They do not establish the precise ads, advertisers, timing, financial amounts, or the interval between a report and removal in the 404 Media case. Separate TTP findings and the Senate inquiry provide broader context about app discovery and oversight, but should not be mistaken for proof of the headline’s specific advertising allegation.
