What a Government Shutdown Means for USDA Agencies

USDA programs do not all respond to a shutdown alike. Nutrition benefits may continue if funding is available, while routine federal work and some Forest Service operations may be limited.

A government shutdown does not stop every U.S. Department of Agriculture (USDA) function in the same way. Nutrition programs may continue if funding is available; routine federal work may stop; and limited Forest Service or emergency-related work may proceed under specific exceptions or separate funding. A contingency plan describes what an agency expects to do, not the live status of benefits, offices, or recreation sites during a particular shutdown.

Which USDA services may continue during a shutdown?

USDA contingency plans distinguish between work that may continue under an exception or separate funding, routine work that stops or is reduced, and work needed to wind down operations. The outcome depends on the program’s legal authority, available funds, the timing and duration of the lapse, staffing, and—in the case of public lands—local decisions.

Emergency coordination USDA’s Emergency Support Function #11 (ESF #11) assigns disaster-support roles to the Animal and Plant Health Inspection Service (APHIS), FNS, and the Food Safety and Inspection Service (FSIS). How many employees will be working, or what service levels will apply, during a funding lapse.

The distinction is between a program or activity that has authority and funding to continue and the full range of everyday federal services. A program’s possible continuation does not mean every federal employee, office, or related service stays open as usual.

Will SNAP benefits stop during a government shutdown?

Not necessarily. FNS’s contingency materials identify the Supplemental Nutrition Assistance Program (SNAP), Child Nutrition programs, and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) as core nutrition programs that may continue when support is available. The FY2026 USDA lapse plan likewise says core operations are expected to continue subject to available funds.

That qualification matters: the plans do not guarantee a particular benefit schedule during a specific shutdown. SNAP and Child Nutrition have different funding and statutory explanations in the FY2026 plan, so continuation should not be treated as resting on one rationale shared by every nutrition program.

Benefits and federal services are not the same thing

FNS’s contingency plan, updated in January 2018, says state agencies and grantees may be able to continue using federal resources already provided and legally available, or their own funds. It also says non-excepted or non-exempt direct federal activities cease during a lapse, and federal support for other programs stops. That framework helps explain why a nutrition benefit could continue while some federal administrative work or other services are reduced or unavailable.

The FY2026 USDA lapse plan estimates that 1,135 of FNS’s 1,237 employees on board would be furloughed. This is a plan estimate for FNS—not an actual shutdown staffing count, not a count for all of USDA, and not a measure of whether benefits will arrive on a particular date.

Are national forests open during a government shutdown?

There is no blanket answer for every national forest or recreation site. The Forest Service contingency plan describes public health and safety, protection of federal assets, and orderly shutdown procedures as exceptions. It estimates five days for orderly close-down procedures; that is a planning estimate, not a promise that all sites will close after five days or remain open for that period.

The plan also describes limited work that may continue using available non-appropriated funds, subject to case-specific decisions. Some developed recreation sites may stay open if a local line officer determines that keeping them open is necessary and Forest Landscape Restoration Act funding is available. Those conditions make local status important: check the specific forest or site’s current notice before traveling.

The Forest Service plan states: “The common principle that applies is that no regular work may occur by Federal employees during a lapse in funding or ‘shutdown’.” The same passage describes exceptions for health and safety, federal assets, orderly shutdown work, and certain funded activities. The general principle therefore does not mean every public-facing operation automatically ceases, nor does it promise that a specific location remains accessible.

What happens to USDA emergency and food-safety responsibilities?

USDA’s ESF #11 description concerns disaster support, a distinct function from routine agency operations. The page, last modified September 16, 2026, describes USDA coordination to protect agriculture and natural resources and assigns roles to several agencies:

  • APHIS coordinates animal and plant health responsibilities.
  • FNS has a role in nutrition assistance for people affected by disasters.
  • FSIS has a role in the safety of meat, poultry, and processed egg products.

These assigned emergency responsibilities are not a staffing or service-level guarantee for a shutdown. The ESF #11 description does not establish how much of each agency’s work would continue during a lapse.

How to check the status of a benefit, service, or site

For a live shutdown, use current notices rather than relying on a contingency plan alone. Check FNS or the relevant USDA program for federal updates, your state agency for benefit timing and local service information, and the specific national forest or recreation site for access notices. A plan can explain the decision framework, but the lapse’s timing and duration, available funding, staffing, benefit schedules, and local determinations can change the result.
