How to Evaluate Stablecoin Ratings Before Holding USDS

USDS/DAI’s S&P stability assessment and Sky Protocol’s issuer credit rating measure different risks. Here’s how to distinguish them and what to check before holding USDS.

Before holding USDS, distinguish the two S&P assessments readers are most likely to encounter: USDS/DAI has a Stablecoin Stability Assessment of 4 (constrained), while Sky Protocol has a separate B- issuer credit rating with a stable outlook. The first assesses peg stability; the second assesses the issuer. Neither guarantees that USDS will remain worth $1 or that you can redeem it at par in every circumstance. Confirm the latest rating action and report before relying on either figure.

Start by identifying what the rating covers

S&P Global Ratings lists a Stablecoin Stability Assessment (SSA) of 4 (constrained) for USDS/DAI, dated December 8, 2025. S&P separately assigned Sky Protocol a B- issuer credit rating with a stable outlook on August 7, 2025. These are different products, apply to different subjects, and should not be treated as interchangeable. Check S&P’s assessment listing and the latest linked report for any subsequent change.

Issuer credit rating The creditworthiness of the named issuer, not a direct measure of a token’s market price or peg. Sky Protocol: B-, stable outlook, announced August 7, 2025.

S&P’s SSA scale runs from 1 (Very Strong) to 5 (Weak); it is a relative stability assessment, not a probability of loss. The agency says an overall stability assessment may be adjusted downward from the asset assessment to reflect other strengths and weaknesses. A B- issuer grade, by contrast, belongs to S&P’s credit-rating framework. Read the definitions and limitations in S&P’s stablecoin assessment framework before comparing results.

Read the rationale, not just the headline grade

S&P’s framework gives a practical set of questions to use when reviewing a stablecoin assessment. The factors are not interchangeable, and a score alone cannot show which risks matter most to your intended use.

  • Backing-asset quality: What credit, market-value and custody risks apply to the assets supporting the token? Look for concentration and sensitivity to falling asset values.
  • Collateral cushion and liquidation: How much overcollateralization is available? Are liquidation processes robust, and can reserve funds absorb losses?
  • Governance: Who can change collateral parameters, limits or software? How are decisions made, and could concentrated influence delay a necessary response?
  • Legal and regulatory framework: Which rules apply, and what legal claims or obligations govern holders and the protocol?
  • Redeemability and liquidity: What mechanisms let holders exit? Consider capacity, market depth, counterparties and whether any of these could become constrained under stress.
  • Technology and third parties: What smart-contract, oracle, custody, bridge or other dependencies could disrupt the stablecoin’s operation or backing?
  • Track record: How has the peg behaved through stress? Consider losses, incidents and operating performance, not only ordinary-market conditions.

For a comparison with another stablecoin, compare the same assessment type, periods and dimensions. A peg-stability score is not comparable to an issuer credit grade.

What S&P identified in its Sky Protocol issuer analysis

In the August 7, 2025 announcement, S&P cited high depositor concentration, governance in a period of transition, reliance on the founder, regulatory uncertainty for decentralized protocols and weak risk-adjusted capitalization as rating weaknesses. It noted a history of limited credit losses since 2020 and modest earnings as partial offsets. S&P also characterized smart-contract cyber risk as low-probability but high-severity, with audits, bug bounties and the protocol’s breach track record as mitigants in its view. S&P reported a 0.4% risk-adjusted capital ratio for Sky as of July 27, 2025. That is a dated input to the issuer-rating analysis, not a current balance-sheet figure. The announcement also described Sky’s peg-support mechanism as an exchange with USDC, rather than a commitment by Sky to redeem USDS directly in U.S. dollars. A holder should therefore examine the actual conversion route and its dependencies instead of assuming a direct dollar redemption promise.

Verify the protocol’s current disclosures and exit routes

Sky’s product disclosure describes USDS as a decentralized stablecoin in the Sky Protocol and an upgrade of DAI. It characterizes USDS as soft-pegged to the U.S. dollar and backed by collateral; governance sets collateral types, limits and minimum collateralization ratios. Sky points users to public financial and onchain dashboards for backing, records, activity and token state. These are protocol statements and time-sensitive dashboard data, not substitutes for an independent rating opinion.   1. Confirm the exact subject and date. Record whether the item is an SSA, a Stablecoin Credit Rating or an issuer rating; identify the rated token or entity, publication date and any newer action.
  2. Read the definition and scope. Find out what the grade measures, how default or peg stability is defined, and which losses or price movements fall outside the assessment.
  3. Check current collateral data. Review composition, concentration, valuation sensitivity and liquidation arrangements using current protocol disclosures and dashboards.
  4. Map your practical exit. Identify conversion routes, required assets and counterparties, available capacity, market depth and any governance-set limits. Consider how those routes might work under stress.
  5. Review control and dependencies. Examine who can change protocol parameters, the relevant smart-contract and third-party dependencies, and the history of incidents and operations.
  6. Separate USDS from yield products. Sky describes sUSDS as a separate yield-bearing token; USDS is the underlying stablecoin. A rating assessment of USDS does not by itself assess the risks or merits of holding sUSDS.

Use operating figures with their dates and source limitations

Sky Frontier Foundation’s Q1 2026 summary reports $13.03 billion in protocol collateral, $11.70 billion in USDS supply and $46.04 million in net protocol surplus. It also says governance approved reserve-building restructuring on March 14, 2026, targeting $150 million in Sky Reserves. These are publisher-reported figures, not an independent rating opinion; the reserve number is a target, not evidence that the amount had already been accumulated. The Foundation says its site content is not official protocol documentation and does not represent Sky Protocol’s views. See its Q1 2026 report summary.

Use those figures as dated context, not proof of present collateral sufficiency or a guaranteed redemption outcome. The assessment and issuer rating answer different questions, while current dashboard values and the actual exit mechanism determine what a holder can verify at the time of a decision.
