How Indian Exporters Can Choose a Cross-Border Payment Provider

A practical framework for Indian exporters to check provider authorisation, compare net proceeds and settlement, and confirm how payment records will reach their AD bank.

Choose a cross-border payment provider by verifying its legal route for your export, checking that it supports your corridor and transaction type, and comparing what you will actually receive after fees and currency conversion. Before signing up, confirm how the payment and remittance information will reach your Authorised Dealer (AD) bank and who will resolve unmatched export records. A low advertised transfer fee alone does not show which option costs least.

Start with the route that fits your export

The Reserve Bank of India’s October 31, 2023 circular brings entities facilitating online cross-border payments for permissible exports and imports under the PA-CB framework. It distinguishes export-only, import-only and combined activity, and sets requirements for the relevant categories.

Ask whether the provider is an AD Category-I bank or a non-bank PA-CB, and request its current status and the specific activity category that covers your transaction. Under the circular, AD Category-I banks do not need separate RBI approval for PA-CB activity; non-bank aggregators are subject to authorisation requirements. Marketing terms such as “global payments” or a past announcement do not establish current authorisation or that a particular product is permitted for your export.

Then describe your actual use case to the provider: goods or services, destination, buyer type, transaction pattern, and expected payment currencies. Confirm that the offered route supports that exact case. For example, RBI’s circular specifies an Export Collection Account with an AD Category-I scheduled commercial bank for export-only PA-CBs, in INR and/or foreign currency, along with merchant-onboarding and settlement conditions. Do not assume that every provider uses the same account structure or that the same terms apply to every category.

Compare providers on the same transaction

Shortlist only options that can explain their legal route and support your export case. Ask each for a dated written quote for the same amount, buyer-payment currency and destination. Compare the full path from the buyer’s payment to the funds credited to you, not just one fee line.

What to compare Ask the provider What to verify
Regulatory route Are you an AD bank or a non-bank PA-CB? What is your current status and which activity category applies? The answer covers your export and is consistent with the RBI framework; do not rely only on a general marketing claim.
Export fit Can this route handle my product or service, destination, buyer type and transaction pattern? The provider confirms the specific use case, rather than only saying it supports international payments.
Total cost What are the collection fee, FX rate or markup, intermediary deductions, receiving-bank fee, tax, withdrawal charge and account charge? A dated quote for the same corridor and amount makes the final credited sum clear, including charges deducted by other parties where known.
Currency and destination What currency will the buyer pay, what currency will I receive, and where will the proceeds be credited? The proposed receipt route is appropriate for the export and consistent with applicable RBI directions and the export declaration.
Settlement timing What event starts the stated settlement period, and when should funds reach my nominated account? The provider distinguishes payment processing, any conversion or withdrawal step, and credit to your account. Ask what can delay each step.
Export records and bank coordination Who supplies remittance details, to whom, and who follows up if an export entry is unmatched? Your AD bank confirms how it will handle the records for your arrangement and what documents or information it needs from you.
Exceptions and support Who handles a returned payment, refund, chargeback, missing remittance data or beneficiary mismatch? You know the responsible party, the escalation route and what evidence will be available to you and your bank.

Calculate the amount you will actually receive

For each quote, work from the buyer’s payment to the final amount credited. A useful comparison is:

Net amount received = buyer payment − collection and transfer charges − intermediary or receiving-bank deductions − conversion cost and other applicable charges.

Ask the provider to show the exchange rate used and any markup separately from fixed fees. If charges or the final rate can change before conversion or withdrawal, ask which rate and fee apply at each stage and whether the quote is guaranteed. The available evidence does not establish comparable current provider fees, FX markups or settlement performance, so there is no supported basis for naming a universally cheapest or fastest provider.

Do not compare quotes that use different payment amounts, currencies, corridors or settlement destinations. If a provider cannot give a clear estimate of the credited amount, ask which deductions are unknown and who may impose them. A nominally free collection can still have a material conversion cost; conversely, a visible fee may buy a different settlement or currency route. Judge the full transaction rather than one advertised price.

Check the currency route and export deadline separately

The FEMA (Manner of Receipt and Payment) Regulations, 2016 describe multiple permitted receipt methods, including freely convertible currency, certain rupee receipts and other modes permitted under RBI directions. The regulations also state that export receipts should be in a currency appropriate to the final destination shown in the declaration, irrespective of the buyer’s residence, subject to RBI directions and applicable exceptions. That does not mean one currency or settlement method is mandatory for every exporter. Confirm your proposed route with the provider and your AD bank.

A provider’s settlement estimate is not the same thing as the legal period for realization and repatriation of export proceeds. The RBI Export of Goods and Services Master Direction text available from a non-RBI mirror states a general nine-month period until further notice, and describes a separate fifteen-month period for goods exported to a warehouse abroad. Because that text is not an RBI-hosted version, verify the current RBI direction, amendments, export type and any applicable extension with your AD bank before relying on a deadline.

Agree the documentation path with your AD bank

RBI identifies the AD bank handling export documents as responsible for export-related FEMA compliance. Ask the bank how it will receive or verify the remittance information for your specific payment arrangement, and what you must provide to support export monitoring and closure of the relevant record.

RBI’s FAQ describes an SNRR-account arrangement in which the remitting bank provides details such as beneficiary and account identity, purpose, currency and amount to support the Indian exporter bank’s EDPMS closure. This is an arrangement-specific example, not a guarantee of a universal workflow for every provider. Have the provider and your AD bank explain their respective roles in writing, including what happens if a payment arrives without matching information or an export entry remains unmatched.

Use provider announcements cautiously

Provider status and product availability can change. Payoneer India’s January 22, 2026 company release reported that it had received in-principle RBI authorisation to operate as a PA-CB for inward and outward transactions. An in-principle milestone reported by the company is not, by itself, independent confirmation of final authorisation, live availability for a particular exporter, supported use cases or current fees. Verify those points directly before treating an announced capability as an option for your business.

A practical selection sequence

  1. Describe the transaction. Record the export type, destination, buyer, amount range, buyer-payment currency and preferred receiving account or currency.
  2. Screen the route. Ask each provider whether it is an AD bank or non-bank PA-CB, what current status and activity category apply, and whether that route covers your exact export.
  3. Get like-for-like quotes. Use the same amount, corridor and currency for every shortlisted provider. Request all fees, exchange-rate treatment, possible deductions and the amount expected to be credited.
  4. Map timing and exceptions. Identify when the settlement clock starts, the expected credit destination, possible delays, and who handles returns, refunds, chargebacks or missing payment data.
  5. Confirm the records workflow. Ask the provider what remittance information it supplies and ask your AD bank what it needs to monitor the export and resolve an unmatched entry.
  6. Choose on the complete route. Select the option whose legal fit, net proceeds, destination, timing and documentation responsibilities are clear—not simply the one with the lowest headline fee.
