That does not prevent a merchant from issuing a separate refund, mean funds can never be frozen, or erase rights under applicable law or a separate payment agreement. The clearest source here is Circle’s guidance for USDC; rules and recovery options can differ by token, blockchain, provider, and jurisdiction.
What “reversible” means for a stablecoin payment
A confirmed blockchain transfer is different from a card payment that may be voided or disputed through a card network. Circle’s USDC Terms say, “USDC transactions are not reversible.” For USDC sent to a third-party address on a supported blockchain, Circle says it cannot reverse or recall the transfer once initiated. Circle’s Bridge guidance likewise says a confirmed transaction cannot be canceled, reversed, or changed. Circle’s USDC Terms were last updated December 12, 2025, and apply to holders outside the European Economic Area (EEA); USDC Bridge Terms and Circle’s Bridge transfer guidance also describe the limits on canceling confirmed transfers.
That answer is about changing the original on-chain transaction. It is not the same as asking a merchant for money back, asking an issuer to restrict funds, or asserting a legal right to a refund. Those are separate questions.
Can a merchant refund a stablecoin payment?
Yes, a merchant can choose or be required to refund a customer, but the refund is normally a new transfer—not an undoing of the original payment. Circle’s terms acknowledge that customers may have additional refund or chargeback rights under an agreement with the recipient, their bank, or applicable law. Those rights do not make the blockchain transfer itself reversible.

Before checkout, explain the merchant’s refund policy and how a refund will be handled. If sending one, verify the recipient’s refund address, the token, and the network; record the reason and relevant transaction identifiers. This is prudent merchant practice, not a refund procedure prescribed by Circle. A mistaken address or incompatible network can make a second transfer difficult or impossible to recover.
Can an issuer freeze stablecoins?
Irreversible does not mean immune to controls. Circle reserves rights to block certain addresses and freeze associated USDC in specified circumstances, including suspected illegal or terms-violating activity and valid government legal orders. A freeze restricts access to or redemption of funds; it is not an ordinary reversal that sends the customer’s payment back to the payer. See Circle’s USDC Risk Factors and its USDC Terms.

What online merchants should do before accepting payment
- Make payment details explicit. Show the accepted token and network, and provide the correct payment address or checkout instructions. Circle advises checking the recipient address, destination network, and token compatibility.
- Reconcile before fulfillment. Confirm that the expected token arrived on the expected network and associate the transaction with the right order before releasing goods or services.
- Set refund expectations. State how customers can request a refund, whether it will be made in the same token, and what information they must provide. Do not describe a refund as a reversal.
- Keep an audit trail. Retain the order reference, customer communications, transaction identifiers, and any refund transfer details.
- Assess the actual provider and setup. Compare supported stablecoins and networks, custody, settlement and reconciliation, refund workflow, support and recovery terms, fees, geographic coverage, and legal or compliance obligations. Circle’s Stablecoin Payments page describes payment infrastructure but does not establish that any one service is best.
Circle warns that sending to an incorrect or unintended address can lead to permanent loss. Its Bridge guidance recommends checking the recipient address, destination network, and token compatibility. Unlike a card authorization, a confirmed transfer may not have a standard network process for pulling the funds back.

No. Blockchain mechanics and legal or contractual rights are distinct. Circle’s EEA Digital Asset Account User Agreement says technical irreversibility does not affect rights under applicable law concerning an unauthorized, non-executed, or incorrectly executed payment transaction. The agreement is a useful qualification, not a statement of the law for every EEA country or every payment. Circle’s EEA agreement and its USDC Terms also make clear that agreements and applicable law can matter.

The result depends on the parties, provider, location, and facts. Circle’s USDC Terms apply outside the EEA and direct EEA holders to the USDC white paper; Circle also notes that the legal treatment of USDC and blockchain technology is unsettled in many jurisdictions. Do not assume Circle’s terms apply to another issuer, exchange, processor, or wallet, and seek qualified legal advice for a specific dispute.
