There is no complete, nationwide U.S. blacklist of online casinos. The names below are examples of operators Michigan regulators targeted in dated 2025 and 2026 enforcement actions—not a finding that each is illegal everywhere or that its status has not changed. To check a casino before you register or deposit, use the gaming regulator’s current licensed-operator list for the state where you are physically located.
What “blacklisted” means in the United States
“Blacklisted” is not a single federal status for online casinos. Gambling authorization and enforcement are state-specific. A state regulator’s cease-and-desist notice is evidence of an action concerning that regulator’s jurisdiction on a particular date; it is not, by itself, a court judgment or a nationwide ban.
Michigan’s Gaming Control Board (MGCB) says internet gaming and sports betting may be offered in Michigan only by operators licensed by the state. Its live Legal vs. Illegal Gaming page separates authorized operators from operators sent cease-and-desist letters and warns that the latter list is not exhaustive. Check the current page rather than treating any copied list as complete or current. The MGCB page has listed licensed brands including bet365, BetMGM, BetRivers, Caesars Palace Online Casino, DraftKings and FanDuel Casino; that is a Michigan-specific example, not a national roster.
A casino brand appearing in a notice should be read in context: the state, date, product and action matter. A notice about online casino games does not automatically establish the status of a separate sportsbook, poker product or other offering, and a sportsbook authorization does not itself establish authorization for casino games.

This was a Michigan enforcement announcement, not a determination of current activity or legal status in another state.
How to check whether an online casino is authorized in your state
- Identify where you are physically located. The relevant rules and operator approvals depend on your state, not just your home address or the casino’s location.
- Find the state gaming regulator through an official state website. Use the regulator’s own records rather than a casino’s marketing claims, an affiliate ranking or a copied blacklist.
- Check the exact operator and product on the current licensed list. Confirm the casino brand and the type of gambling you intend to use. Approval for sports betting does not necessarily cover online casino games.
- Read any enforcement notice with its date and jurisdiction. A cease-and-desist notice is a warning about the regulator’s stated action; then check the regulator’s current license records.
- Contact the regulator if the listing is missing or unclear. In Michigan, the MGCB provides an illegal-gambling tip line at 1-888-314-2682 and the email [email protected]. Maine residents can contact the Gambling Control Unit through its official state page.
Why relying on an unlicensed site can be risky
The MGCB warns that unlicensed offshore platforms may expose players to unfair or manipulated games, withheld winnings, misuse of personal or financial data, unreliable withdrawal options and limited meaningful dispute resolution. These are risks regulators identify; they do not establish that every named site caused each harm or that every player will experience one. Maine’s Gambling Control Unit has said it cannot intervene in disputes over winnings or accounts arising from illegal iGaming.

Sweepstakes and social casinos are not a nationwide workaround
A “sweepstakes” or “social casino” label does not settle whether a product is lawful in every state. Maine’s Gambling Control Unit said in a June 9, 2025 notice that real-money online casino games such as slots, blackjack and roulette were then prohibited in Maine. It warned that some sweepstakes or social-casino products—including dual-currency models and prize or gift-card offers—might be unlicensed, and said it could not intervene in disputes arising from illegal iGaming.
Maine’s legal context later changed. The state says a law effective July 29, 2026 defines an online sweepstakes game as internet-accessible, using a dual-currency payment system, and simulating casino-style games or certain other wagering. Maine also says only entities licensed under specified state-law chapters may offer and operate online gambling activities for Maine residents. That definition and legal result are Maine-specific; do not assume they apply elsewhere.

Why a reliable 50-state blacklist is hard to maintain
State laws, licenses and enforcement rosters change, and regulators publish records for their own jurisdictions rather than one comprehensive national list. A Wyoming Legislative Service Office memo dated July 30, 2026 lists eight states where iGaming is legal, but later in the same memo describes West Virginia as licensing and regulating interactive gaming. That inconsistency makes the memo unsuitable as a definitive current state count without checking each state regulator directly.
For the same reason, a name appearing in an old notice should prompt a current state-by-state check—not a conclusion that the operator remains active, is still targeted by the regulator, or is illegal throughout the United States.
