How to Check Whether a Crypto Exchange or Custodian Is Registered in Russia

Russia uses separate registers for cryptocurrency exchange organizations, digital depositories, DFA exchange operators and information-system operators. Learn which entry to check and how to match it to a provider.

Check the Bank of Russia’s live financial-market admission registers, then match the provider’s full legal entity and website to the entry for the specific service you plan to use. Russia has separate categories for digital currency exchange organizations, digital depositories, DFA exchange operators and information-system operators; a listing in one category does not establish status in another. The new admission procedures for cryptocurrency exchanges and digital depositories took effect on 5 October 2026.

Use the Bank of Russia register that matches the service

Start at the Bank of Russia’s financial-market admission page. It links to distinct registers for digital currency exchange organizations, digital depositories, DFA exchange operators and information-system operators. Check the live entry, not an old article, screenshot or the provider’s own claim. The page’s index showed updates dated 7 October 2026.

“Licensed” is a common shorthand, but the relevant official check is whether the legal entity appears in the register for its role. Russia does not use one universal crypto register for all these activities.

Identify which role you are checking

Buying, selling or exchanging digital financial assets (DFAs) DFA exchange operator (ООЦФА) A separate role for facilitating transactions in DFAs. It is not the same as a cryptocurrency exchange organization. Bank of Russia admission page; DFA operator information.
Operating the system where DFAs are issued and recorded Information-system operator A distinct role involving the system in which DFAs are issued and recorded. The Bank says only Russian legal entities included in its register may operate these systems. Bank of Russia operator information.

DFAs are digital financial assets under Russia’s regulatory framework; do not assume a DFA service is the same as trading cryptocurrency. A provider may advertise several activities, so check each relevant role rather than treating one register entry as blanket approval.

How to verify a provider step by step

  1. Open the live register index. Go to the Bank of Russia’s financial-market admission page and select the category matching the service: digital currency exchange organization, digital depository, DFA exchange operator or information-system operator.
  2. Find the provider’s legal entity. Compare the full company name in the entry with the legal disclosures in the provider’s terms, service agreement or website footer. A brand name alone is not enough.
  3. Compare the website and contact details. Check whether the register’s company website and contact information correspond to the site and entity you are considering. The Bank’s digital currency exchange guidance identifies the official website as a company detail.
  4. Confirm the entry is current. Check the register’s own update or status information and look for removal or changes. Do not rely on a cached copy where the live register is available.
  5. Match the service to the registered role. Compare the actual service advertised with the category in the entry. For DFA services, consult the relevant information-system rules and/or DFA exchange rules; the Bank says these set out user registration and service details. Bank of Russia DFA operator information.
  6. Stop if key details do not line up. If the legal entity, website or service category differs, do not assume that an affiliate’s or similarly named company’s entry covers the provider in front of you. Resolve the discrepancy against the live register before relying on the service.

What changed in October 2026

The Bank of Russia announced on 24 September 2026 that new admission procedures for digital depositories, cryptocurrency exchanges and information-system operators would take effect on 5 October. Its notice states that the procedures took effect on that date and that the entities should be included in the relevant registers: Bank of Russia announcement.

A separate transition applies only to DFA exchange operators that were included in the relevant register on 1 September 2026. They may continue operating under the prior Federal Law No. 259-FZ framework and related Bank of Russia rules through 1 March 2027. Do not apply this transition to cryptocurrency exchange organizations or digital depositories. Bank of Russia announcement.

What a register entry does—and does not—tell you

  • It identifies the regulated legal entity and category. Verify that these match the company and service you intend to use.
  • It is not a guarantee against loss. The 15 million ruble own-funds threshold stated for digital currency exchange organizations is an admission requirement, not customer insurance or proof of a particular provider’s inclusion. Bank of Russia digital currency exchange guidance.
  • It does not make categories interchangeable. A DFA exchange operator’s entry is not, by itself, evidence that a firm is registered as a cryptocurrency exchange or digital depository.
  • It does not settle every service detail. Read the provider’s terms and applicable operator rules to understand what service is offered and which entity provides it.
