MTSU says most federal student-loan changes it lists apply to enrollment periods beginning on or after July 1, 2026. The changes include new Parent PLUS and graduate borrowing limits, the elimination of Graduate PLUS for new borrowers under the new rules, and lower annual loan amounts for students enrolled below full-time beginning Fall 2026. How any change affects an individual liberal or fine arts student depends on their program, enrollment and borrowing history.
What MTSU says is changing
Middle Tennessee State University’s Financial Aid office summarizes changes under the One Big Beautiful Bill Act, which it says was signed July 4, 2025. MTSU lists July 1, 2026, as the start date for most of the changes, applying to enrollment periods that begin on or after that date. MTSU’s loans page is the university’s source for the limits and eligibility details below.
Parent PLUS borrowing
MTSU lists a $20,000 annual Parent PLUS limit per student, shared by all parent borrowers, and a $65,000 aggregate limit per student. The university says a limited legacy exception may apply to some existing borrowers; it is not automatic.
Graduate borrowing
MTSU says Graduate PLUS will be eliminated for new borrowers under the new rules. Its summary lists a $100,000 aggregate graduate loan limit and a $257,500 lifetime federal-loan limit. Some existing borrowers may qualify for legacy treatment under specified conditions.

Students enrolled below full-time
MTSU says annual student loan amounts will be reduced beginning Fall 2026 for students enrolled below full-time. It defines full-time as 12 eligible hours for undergraduates and 9 for graduate students. The page identifies half-time as 6 undergraduate or 5 graduate degree-required hours. Students should check how MTSU classifies their own eligible credits and how their enrollment affects their award.
Who could be affected at MTSU?
The policy is not limited by major in MTSU’s summary. A student’s exposure depends more directly on whether they are an undergraduate or graduate student, whether a parent borrows through Parent PLUS, how many eligible credits they take, and whether they may qualify for a legacy provision. A student in liberal or fine arts should not assume that every classmate—or every student in the college—will have the same outcome.

- Undergraduates: The below-full-time reduction may matter if eligible enrollment is under 12 hours. Parent PLUS limits may also affect families that rely on those loans.
- Graduate students: The graduate aggregate limit and the end of Graduate PLUS for new borrowers may be relevant, depending on their borrowing history and the rules that apply to their enrollment period.
- Students with prior borrowing: A legacy exception may preserve prior limits for some borrowers, but only if they satisfy MTSU’s stated requirements.
When might a borrower qualify for legacy treatment?
MTSU says a borrower may qualify for prior limits if they were enrolled in the same program by June 30, 2026, had received a federal Direct Loan for that program by then, and meet continuous-enrollment and other listed conditions. MTSU describes the exceptions as limited and time-bound. Being enrolled before the date, by itself, does not establish eligibility.
Because the conditions turn on an individual’s program and borrowing record, students should ask MTSU Financial Aid to confirm whether the exception applies to them before making decisions based on prior loan limits.

What students should check before planning around a loan
- Identify the borrowing type. Separate a student’s own federal loans from Parent PLUS borrowing taken out by a parent; the limits and rules are different.
- Confirm the relevant enrollment period. MTSU says most listed changes apply to enrollment periods beginning on or after July 1, 2026, and identifies Fall 2026 as the start of below-full-time reductions.
- Check eligible credit hours. Compare the courses that count toward the degree with MTSU’s full-time and half-time definitions, rather than relying only on total registered hours.
- Ask about legacy eligibility if applicable. Provide the program, enrollment history and prior federal Direct Loan information so Financial Aid can assess the stated conditions.
- Review the actual award and repayment obligation. MTSU notes: “Loans, unlike grants, federal work-study, or scholarships, are borrowed funds that must be repaid.”
