Super PACs vs. Traditional PACs: How Fundraising and Spending Differ

Super PACs may raise unlimited funds from permitted sources but cannot contribute to federal candidates. Traditional nonconnected PACs face contribution limits and can contribute directly within them.

A Super PAC can raise unlimited contributions from permitted sources, but it cannot contribute to federal candidates. A traditional nonconnected PAC can contribute directly to candidates within applicable limits and can also make independent expenditures. The trade-off is the core difference: Super PACs have broader fundraising capacity but must keep their spending independent.

This comparison covers U.S. federal campaign-finance rules. Here, “traditional PAC” means a traditional nonconnected political action committee, not a separate segregated fund (SSF). State and local rules are outside this scope.

How do Super PACs and traditional PACs differ?

The $5,000 figure is the individual-to-PAC limit for the 2025–2026 federal cycle, not a universal limit for every donor or recipient and not a cap on Super PAC receipts. The applicable limit depends on the donor and recipient.

What is a Super PAC?

“Super PAC” is the common name for an independent-expenditure-only political committee. The Federal Election Commission describes this kind of committee as one that “makes only independent expenditures” and may solicit and accept unlimited contributions from individuals, corporations, labor organizations, and other political committees. The unlimited amount applies only to permitted sources; it does not override source prohibitions.

Independence is essential. A Super PAC cannot contribute money or anything of value to a federal candidate, and it cannot coordinate its spending with a candidate or campaign. Its communications and other political spending must remain independent.

Can a Super PAC donate directly to a candidate?

No. A Super PAC cannot make direct contributions to federal candidates, including in-kind contributions or coordinated expenditures. It can pay for independent political activity, such as an independently produced communication supporting or opposing a candidate, provided that activity is not coordinated with the candidate or campaign.

Traditional nonconnected PACs can also make independent expenditures. The difference is not that only Super PACs can run independent ads: a traditional PAC can make independent expenditures and, unlike a Super PAC, can also contribute directly to candidates within the applicable limits.

Where do Super PACs get their money?

Super PACs may accept unlimited amounts from permitted sources, including individuals, corporations, labor organizations, and other political committees. Federal law still bars certain sources. The FEC identifies foreign nationals, federal contractors, national banks, and federally chartered corporations as prohibited sources for Super PAC contributions.

So “unlimited” describes the amount a Super PAC may receive from an eligible source; it does not mean every person or organization may give. Nor does it mean all corporate money is allowed: federally chartered corporations are among the prohibited sources.

How does a traditional PAC’s fundraising differ?

A traditional nonconnected PAC raises contributions subject to applicable federal limits and may use funds to make direct candidate contributions within the relevant limits. For the 2025–2026 federal cycle, the FEC lists a $5,000-per-year limit for an individual contributing to a PAC. That specific figure should not be applied to every donor, every PAC recipient, or Super PAC receipts.

Traditional PACs may also support candidates and parties through communications, including independent expenditures. Their ability to contribute directly and to spend independently distinguishes them from Super PACs, which may only make independent expenditures and other independent political activity.

How do Hybrid PACs and SSFs fit in?

A Hybrid PAC is not the same as a Super PAC or a traditional nonconnected PAC. It keeps separate accounts: a non-contribution account may accept unlimited funds for specified independent activity, while a separate account is subject to statutory contribution limits and source prohibitions when making contributions to federal candidates.

An SSF is another kind of PAC and is not included in the traditional nonconnected PAC comparison above. Treating all PACs as one category can obscure important differences in fundraising rules and permitted spending.

Which rules does this comparison cover?

The limits and source rules described here are federal rules administered by the Federal Election Commission. They do not establish how state or local campaign-finance laws treat PACs, Super PACs, or their contributions and spending.
