The Western Australian Planning Commission (WAPC) approved the Ocean Beach Hotel redevelopment in 2023. Its current application listing records a further decision on 27 August 2026: approval of a 36-month extension to the time allowed for substantial commencement, with no other changes proposed. That extension is not a second approval of the project, and the sources available do not establish that construction has begun.
What is planned for the Ocean Beach Hotel site?
The proposed redevelopment is at 140 Marine Parade, Cottesloe, on a site of about 11,700 square metres. PerthNow reported in June 2023 that the plan would replace the existing hotel and surrounding buildings with a large, mixed-use development. The project details below are those reported in 2023; the 2026 amendment listing says no other changes were proposed, but does not independently confirm that every design detail remains current.
- Three towers of 10 to 12 storeys
- A 120-room hotel and 185 apartments
- A rebuilt Ocean Beach Hotel bar in its original location
- Four restaurants, four fast-food outlets, four shops and three commercial tenancies
- Two pools, a public day spa and public plazas opening onto Marine Parade and Eric Street
The original planning report describes proposed uses including a tavern, hotel, small bar, small liquor store, shop, restaurant, fast-food outlet, office, private recreation and multiple dwellings. It records a $220 million cost of development. PerthNow described the proposal as a $221 million redevelopment. Those are separate figures published by separate sources, not a single reconciled estimate: the planning report gives $220 million, while PerthNow’s June 2023 report gives $221 million.
Has the redevelopment been approved?
Yes. The WAPC approved the original proposal with conditions in June 2023, according to PerthNow. The commission’s current application listing records the original application as approved and says it approved an amendment on 27 August 2026. The amendment extends the substantial-commencement period by 36 months and proposed no other changes. The WAPC application listing is the latest status established by these sources.

The extension concerns the deadline to begin substantial work; it does not establish that work has started. The WAPC’s consultation FAQ explains that substantial commencement means carrying out some substantial part of the development. Under Part 17 of the Planning and Development Act 2005, an applicant for an approved development may apply for one extension. If the development is not substantially commenced before the amended approval period expires, the approval lapses.
The sources do not verify a construction start date, an opening date for the hotel, or whether design details have changed beyond the stated terms of the 2026 amendment. The approval extension should not be read as confirmation of any of those milestones.

Why was the project controversial?
The debate set the case for redeveloping a prominent site against concerns about the scale and effect of the proposed buildings. PerthNow reported that the Town of Cottesloe strongly objected, saying the proposal exceeded the area’s height limit by four storeys, or 10 metres, and could set a precedent, block beach views and affect views from the heritage-listed Cottesloe Civic Centre. The town said 221 people objected during public comment.
Mayor Lorraine Young criticized the proposal’s bulk, height, scale and overshadowing, arguing that the community would bear amenity costs. At the WAPC meeting, she said: “This is not a positive benchmark, it has been tweaked, and tweaked, and tweaked again and it is now presented to you for approval as a ‘good enough’ project,” as quoted by PerthNow.

The project and state assessment representatives emphasized a different set of potential benefits. Edge Visionary Living head of developments Mike Harvey described the location as an iconic site with social and cultural heritage. Hillam Architects principal David Hillam said the design had been approached with care because of the hotel’s importance to the local community and Western Australia. State Development Assessment Unit director Paula Di Perna said the proposal could support population and employment growth and improve housing choice and variety.
Di Perna also acknowledged that height was a concern for many, while saying the site’s revitalisation was generally welcomed. The WAPC did not support the town’s requested significant monetary contribution toward nearby infrastructure, but supported a public-art contribution of at least one per cent of development cost, according to PerthNow. These are positions and arguments reported during assessment, not proof that projected benefits or predicted impacts have occurred.

What economic benefits were forecast?
The WAPC’s 2022–23 annual report published estimates of $19.5 million a year in economic contribution, 572 jobs during construction and 294 ongoing jobs. These are projections attributed to the commission, not measured outcomes. The figures do not establish how many jobs have been created or how much economic activity the project has delivered.
