For a retail jewellery purchase, CBIC says 3% GST applies to the total transaction value, including separately stated making charges.
Is GST different for imported and domestic gold?
Not on the basis of origin alone, according to the categories and rates in the CBIC GST Goods and Services Rates schedule. It lists unwrought or semi-manufactured gold and articles of jewellery at 3% IGST, or 1.5% CGST plus 1.5% SGST/UTGST for applicable intra-State supplies. The schedule does not set out separate rates for imported and domestically sourced gold.
That does not mean every gold-related transaction has identical tax treatment. Classification, the form of the transaction, the point in the supply chain and any applicable later notifications can matter. For a buyer comparing retail jewellery, the key distinction is that import clearance and the later retail sale are different tax stages.
What happens when gold is imported?
CBIC’s Gems & Jewellery sectoral FAQ says IGST is payable on imports of precious metals in addition to basic customs duty. This import-stage tax is not an extra retail GST rate triggered merely because a consumer later buys jewellery made from imported gold.

CBIC’s Guidance Note for Importers and Exporters, Version 2 describes import IGST valuation as based on the assessable value plus basic customs duty. The applicable customs-duty amount and import IGST base for a real shipment depend on the tariff classification and current customs measures. The cited rate schedule and FAQ do not establish a current all-in landed cost for a particular buyer or shipment.
How much GST applies to retail gold jewellery?
For jewellery sold to an end consumer, CBIC’s Gems & Jewellery FAQ states: “GST is payable at the rate of 3% of the total transaction value of jewellery, whether the making charge is shown separately or not.” In practical terms, if the invoice separately lists making charges, the FAQ still describes 3% GST on the total transaction value; it does not support adding a separate 5% GST charge on those making charges on top of 3% on the gold value.

This FAQ addresses the described jewellery sale. It should not be extended automatically to separately supplied services or unusual transaction structures without checking their specific treatment.
How to compare a jewellery quote or invoice
- Check what is being sold. Distinguish bullion or another form of gold from a finished article of jewellery; the CBIC schedule lists categories, and classification matters.
- Separate import-stage charges from the retail bill. An importer’s customs duty and import IGST arise at import clearance. A retailer’s invoice is a later supply, not a second import assessment merely because the gold originated abroad.
- Read the full jewellery transaction value. Check the taxable total and how the invoice presents gold value and making charges. CBIC’s FAQ applies 3% to the total transaction value in its retail jewellery example, whether making charges are separately displayed or not.
- For a direct import, obtain a shipment-specific calculation. Confirm the tariff classification, assessable value, applicable basic customs duty and current customs measures before relying on any landed-cost estimate.
Does nominated-bank consignment gold create another GST charge?
CBIC’s sectoral FAQ says nominated-bank imports are taxed at customs clearance and that a later drawing from that consignment stock does not create a second supply for GST. This is a supply-chain timing rule for that arrangement, not a special additional charge on an ordinary retail buyer.
