To compare the real cost of an Indian card payment in foreign currency, check more than the headline forex markup. Account for the card network’s conversion rate and settlement timing, the issuer’s markup, GST on applicable fees, any dynamic currency conversion (DCC) charge, and separate costs for overseas cash withdrawals. Rates vary by card and can change, so use the latest fee schedule for your exact card variant.
Which charges make up the cost?
A foreign-currency purchase typically follows two separate steps: the card network converts the transaction into rupees under its rules, and the issuer may then add a foreign-currency markup. GST may apply to fees. A markup percentage is not itself an exchange rate, and comparing markups alone does not reveal the final INR amount.
- Network conversion: The applicable rate and the date used depend on the network’s rules and transaction settlement. ICICI Bank says its conversion uses the applicable Visa, Mastercard or American Express rate on the settlement date, which may differ from the purchase date. - Issuer markup: The card’s schedule may state a percentage charged on foreign-currency transactions. Confirm whether the rate applies to your specific card, rather than assuming the bank has one rate for all cards.
- GST: GST may be added to the applicable fee. ICICI’s debit-card schedule says GST is charged over and above listed fees; its credit-card information illustrates GST on the markup amount. - DCC: A merchant or ATM may offer to convert the transaction into INR at the point of sale. That is a separate conversion path from paying in the local currency. Compare the displayed INR amount and any disclosed fee with the local-currency option.
- Cash withdrawal charges: Overseas ATM withdrawals can carry a fixed fee and currency-conversion charge. A credit-card withdrawal may also trigger cash-advance fees and interest from the withdrawal date.
How to compare two cards for the same purchase
Use the same transaction amount and currency for each card. This keeps the comparison focused on the fee terms rather than differences in purchase size or exchange-rate dates.
- Start with the amount in the original currency. For example, compare the same foreign-currency purchase on each card.
- Check the network conversion rule. Find which network rate applies and whether the issuer bases conversion on the transaction or settlement date. Do not treat a rate checked on one day as a guaranteed rate for a later-settling purchase.
- Find the exact card’s markup. Use its current fee schedule or MITC, and check the effective date and any card-specific exception.
- Add GST where the terms apply it. Confirm whether the schedule states the tax as extra and how it applies to the fee.
- Check the payment currency at checkout. If the merchant offers to bill in INR, compare that displayed amount and any DCC fee against the local-currency path. Do not automatically add DCC and the normal foreign-currency markup together: which fee applies depends on the payment currency and how the transaction is classified.
- For cash, include withdrawal-specific costs. Add the fixed overseas ATM fee, conversion markup and GST, plus any credit-card cash-advance fee and interest specified in the card terms.
Annual and joining fees are costs of holding or opening a card, not per-transaction forex fees. Include them only if you are comparing the overall value of getting or keeping a card.

Pay in local currency or INR abroad?
If a terminal or website offers to charge you in INR, compare the amount shown with the local-currency option. Paying in local currency avoids the merchant-side DCC conversion path, but it does not guarantee a fee-free transaction: your issuer’s usual foreign-currency markup may still apply. The final treatment can depend on the issuer, network classification, merchant or acquirer, and card variant.
ICICI’s debit-card materials describe international transactions as being classified as DCC or foreign currency depending on network identification. The bank’s published DCC figures also conflict: its debit fee schedule lists a 3.5% DCC markup plus GST effective June 21, 2026, while its international-use page lists 1% plus GST. Treat the schedule as the more specific source for the stated effective date, but verify the current terms for your card before relying on either figure. What to check before an overseas ATM withdrawal
For a debit card, compare both the fixed withdrawal charge and the percentage-based conversion charge, then account for GST where the schedule applies it. ICICI’s debit schedule, for example, lists ₹125 plus 3.5% currency-conversion charges for an overseas ATM withdrawal, and ₹25 plus GST for a balance enquiry. These are separate from the purchase markup comparison.

A credit-card ATM withdrawal is not just a purchase in a different location. The issuer may charge a cash-advance fee and start charging interest from the withdrawal date. Check the exact card’s MITC before withdrawing; the purchase markup alone cannot establish the cost.

Look for the current fee schedule or MITC for your card variant, not only a general bank page or a product comparison. Confirm the effective date and the wording for foreign-currency transactions, cross-currency markup, DCC, taxes and cash withdrawals. If two official pages disagree—as ICICI’s debit DCC information does—do not assume the lower figure applies; ask the issuer to confirm the rate for your card and transaction type.
