In Kuwait, the Central Bank of Kuwait (CBK) says housing loans from lenders under its supervision are capped at KD 70,000 per customer and must be repaid within 15 years. Kuwait Credit Bank (KCB), a public credit institution, also lists purchase and building loans up to KD 70,000 for people who qualify for housing welfare. The current official service pages reviewed do not publish KCB’s rate, so they do not establish that its loans are low-interest today.
What is Kuwait’s current housing-loan cap?
The CBK’s current customer FAQ sets a maximum housing-loan or financing amount of KD 70,000 per customer for lenders under its supervision, subject to the applicable debt-service-to-income ratio. Repayment may not exceed 15 years. These are limits, not a promise that a lender will approve the maximum amount; affordability and the lender’s assessment still matter. CBK customer FAQ
The FAQ also describes monthly installment ceilings of 40% of net salary for employees and 30% for retirees. It says consumer and housing loans may be combined up to KD 95,000, subject to other rules. That combined ceiling is not an additional housing-loan allowance: the housing portion remains subject to its own applicable limit. CBK customer FAQ
Why public KCB financing is a separate path
The apparent conflict between mortgage caps and public lending is largely a matter of scope. CBK’s customer guidance concerns lenders under its supervision. KCB’s publicly listed housing services are a separate government program, with eligibility and property-use conditions tied to housing welfare. The official pages list a maximum of KD 70,000 for both building and purchase finance, not a higher cap than the CBK figure. Who may qualify for a KCB housing loan?
Kuwait Government Online describes KCB building and purchase finance for people entitled to housing welfare. The purchase service covers qualifying purchases such as a house or apartment; the building service covers construction on qualifying land. These descriptions do not make the program universally available to anyone seeking a mortgage. Are Kuwait’s public housing loans currently low-interest?
The reviewed official KCB service listings do not state a current interest or profit rate, quantify a concession against market financing, or establish that every KCB housing product is low-interest. The description “low-interest” therefore cannot be verified from these pages as a statement about current terms. A borrower should request the applicable rate schedule and written repayment terms from KCB before comparing costs.

CBK does provide a rate-adjustment rule for housing loans from covered lenders: the applied rate is adjusted to the rate CBK declares at the end of each five-year period, and the change may not exceed 2% over the contracted rate. The KD 100,000 home-finance cap belongs to older reporting about Kuwait in 2013–2014, not the current CBK FAQ’s limit for covered housing lenders. Oxford Business Group’s 2014 account also referred to renovation financing up to KD 30,000 and the public Savings and Credit Bank’s move toward family mortgages after its transition to Kuwait Credit Bank. How to compare the two routes
- Confirm scope: identify whether the offer is from a lender under CBK supervision or under KCB’s public housing program.
- Check eligibility and purpose: for KCB, confirm housing-welfare entitlement and whether the intended purchase or construction meets program rules.
- Compare total terms, not just the cap: verify the rate, adjustment method, repayment term, fees, and required contribution in writing. The maximum eligible loan is not necessarily the most affordable choice.
- Use official figures carefully: the CBK’s KD 70,000 amount and 15-year term apply to the covered housing-loan rules; do not substitute the historical KD 100,000 figure from 2014 reporting.
