Protect Borrowers’ 2025 OBBBA Tax Bomb Memo estimates that a hypothetical single borrower earning $50,000 would owe $12,749 instead of $3,571 if cancelled student debt were counted as income—a $9,178 increase. The memo does not establish the typical borrower’s tax bill or substantiate a decade-wide projection.
What the “triple” claim means in the memo
The memo compares a hypothetical borrower’s taxes under two assumptions about cancelled debt: whether it is counted toward income. In its $50,000-income, single-borrower scenario, the estimated tax rises from $3,571 to $12,749. That is about 3.57 times the original amount, or $9,178 more.
The memo also describes the effective tax rate in that scenario as increasing from 7.14% to 25.50%, more than tripling. That rate comparison and the dollar comparison are related but distinct: one is a share of income, the other is the modeled tax amount. Both figures depend on the memo’s assumptions and calculations.

These are the memo’s conditional figures, not a tax calculation for an actual borrower. The memo is an advocacy analysis, not an individualized tax determination.

Does this prove borrowers’ tax bills will triple over the next decade?
No. The memo’s worked examples do not identify how many borrowers might receive relief over a decade, establish an average or typical tax increase, or verify the headline’s exact decade-wide estimate. Its $50,000 single-borrower scenario cannot by itself support a projection for all borrowers.
The memo also includes examples involving borrowers with children and an $80,236 income assumption. Those cases vary by household and filing scenario, so they should not be combined into a single representative result.

Why an individual borrower’s result may differ
A modeled result depends on the assumptions used, including income, filing status, dependents, the amount of debt cancelled, the tax year, and whether the calculation includes changes to tax credits as well as tax due. The memo reports reduced or lost credits in some household scenarios; that is a separate part of the modeled impact from an increase in tax liability.
Most importantly, the memo does not settle the tax treatment of every forgiveness or discharge program, or the rules in every federal and state tax jurisdiction. A borrower should not infer a personal tax bill from this example alone.

What to verify before estimating a tax bill
- Identify the specific relief or discharge program. Do not assume that an example about cancelled debt applies to a different program.
- Check the rules for the relevant tax year and jurisdiction. Federal and state treatment may require separate, current verification.
- Gather the details used in a personal estimate. These include filing status, income, dependents, the amount cancelled, and any potentially affected credits.
- Get advice for the actual circumstances. A qualified tax professional can assess the program and jurisdiction involved; the memo’s illustration cannot determine individual liability.
