They do not guarantee an immediate cut at the pump: the U.S. Strategic Petroleum Reserve (SPR) releases crude oil, which must be sold, transported, refined and distributed before it becomes fuel at a gas station.
What happens when the government releases oil?
The U.S. SPR stores emergency crude oil in underground salt caverns. When the Department of Energy (DOE) releases oil, it makes crude available to commercial buyers, adding supply to a globally traded market. DOE says SPR sales affect global crude prices, but the size and timing of any price effect depend on market conditions. DOE’s SPR overview describes the reserve’s role in reducing the impact of petroleum supply disruptions.
A release is not the same as the government handing gasoline to retailers. Buyers take delivery of crude, and it must then move through transport, refining and fuel distribution. That supply chain is why an announcement of a release does not mean stations immediately receive more fuel or lower their prices.
Does an oil reserve release lower gas prices?
It can help put downward pressure on crude prices by making additional supply available when markets are tight. Crude is a major input to gasoline, but retail prices also reflect refining, distribution, demand and other market conditions. DOE notes that the federal government does not control oil companies, the commodity they sell or the market. There is no fixed pump-price reduction that automatically follows a release. DOE reported that a 2022 U.S. Treasury analysis estimated the U.S. SPR releases combined with coordinated international releases reduced U.S. gasoline prices by up to about 40 cents per gallon compared with a scenario in which those releases did not occur. That was an estimate of the combined 2022 actions against a counterfactual, not a direct measurement of the isolated effect of the U.S. reserve and not a reliable forecast for future releases. DOE’s November 3, 2022 announcement reported the estimate.
How long does released oil take to reach gas stations?
DOE says that after an emergency sale order, it can conduct a competitive sale, award contracts and be prepared to begin deliveries within 13 days. The 13-day figure is about the capability to start delivering crude from the reserve. It is not a promise that refined fuel will reach every station within that period. Crude still needs to be purchased, moved to a refinery, processed and distributed. DOE’s SPR FAQs describe the sale and delivery process.

Does the SPR release gasoline or crude oil?
The SPR releases crude oil, not finished gasoline. Commercial buyers receive the crude and decide what to do with it after delivery. DOE says selected bidders may export crude; the federal government cannot dictate what happens to each barrel once it is delivered. The Department estimates that a vast majority of withdrawn SPR crude is used domestically, but that is not a guarantee about every barrel. The United States repealed its crude oil export ban in 2015, as DOE notes in its 2024 fact sheet.
What is the difference between an SPR sale and an exchange?

What is known about the 2026 release program?
On September 29, 2026, DOE said the United States was executing a 172-million-barrel contribution to a 400-million-barrel commitment by IEA member countries. The solicitation described in that announcement scheduled deliveries for November and December 2026. Those are announced program amounts and dates, not a verified total delivered and not evidence of how much gasoline prices will change. DOE’s September 29 announcement gives the stated scope and schedule.
In a separate announcement dated May 11, 2026, DOE said contracts had been awarded for approximately 53.3 million barrels and deliveries would begin immediately. That figure describes the contracts reported in that announcement; it should not be treated as a current cumulative delivery total or added to other announcements without reconciling their scopes. DOE’s May 11 notice reports the awards.
As of October 7, 2026, the latest DOE announcement identified here was dated September 29. No current independent estimate establishes the 2026 program’s retail-price effect, so an announced volume alone cannot support a cents-per-gallon prediction. For an inventory snapshot, consult the latest observation in the EIA monthly SPR crude-stock series; the available search result extended only through June 2026.
