Unemployment Rate vs. Labor Force Participation: What Each Measure Tells You

The unemployment rate measures joblessness among the labor force; participation measures the share of the civilian noninstitutional population age 16 and older working or actively seeking work.

The U.S. unemployment rate measures joblessness among people in the labor force; the labor-force participation rate measures how much of the civilian noninstitutional population age 16 and older is working or actively seeking work. Because they use different denominators, the rates answer different questions and can move in different directions.

How the two rates are calculated

Both measures come from the U.S. Bureau of Labor Statistics’ Current Population Survey (CPS), a monthly household survey. The BLS defines the civilian labor force as people age 16 and older in the civilian noninstitutional population who are classified as employed or unemployed.

The BLS calls U-3 the official unemployment rate. Its CPS definitions describe participation as the labor force expressed as a percentage of the civilian noninstitutional population.

Who counts as unemployed in the CPS?

Not working does not automatically mean officially unemployed. The CPS places people in one of three categories: employed, unemployed, or not in the labor force. Employment includes qualifying paid work, self-employment, certain unpaid family work, and people temporarily absent from a job or business.

Generally, someone counts as unemployed if they had no employment during the reference week, were available to work, and made a specific effort to find a job during the four weeks ending with that week. A person temporarily laid off and expecting recall can qualify without actively searching. The BLS explains the classification in How the Government Measures Unemployment.

Someone who wants a job but has not searched recently may therefore be outside the labor force rather than counted as unemployed. Discouraged workers are a subset of people outside the labor force: they want and are available for work, have searched during the past year, but are not currently looking because they believe no jobs are available. Why the rates can move in different directions

Suppose people who have been looking for work stop searching and no longer meet the CPS definition of unemployed. They leave the labor force. Since they are no longer in the unemployment-rate denominator or numerator, the unemployment rate can fall even though they have not found jobs. Their departure can also lower participation, which counts the labor force against the broader population.

A falling unemployment rate can also accompany people finding work. Looking at participation alongside unemployment helps show whether labor-force engagement changed, but the two rates alone do not establish why a change occurred. The employment-population ratio adds another perspective by measuring the share of the population actually working.

Where U-6 fits—and where it does not

U-6 is a broader measure of labor underutilization, not another name for labor-force participation. It includes unemployed people, marginally attached people, and people working part time for economic reasons; its denominator is the labor force plus marginally attached people. The BLS also publishes U-4, which adds discouraged workers, and U-5, which adds other marginally attached workers. See the BLS page on alternative measures of labor underutilization.

Use U-6 when the question is broader than official unemployment—for example, whether underemployment and marginal attachment matter to the picture. Use participation when the question is how much of the population is connected to the labor force through work or active job seeking.

How to compare published rates

  • Keep the population consistent. These CPS definitions apply to the U.S. civilian noninstitutional population age 16 and older, excluding active-duty Armed Forces members and people in institutions such as correctional facilities and residential care facilities.
  • Match seasonal treatment. The BLS publishes seasonally adjusted and not-seasonally-adjusted series. Compare like with like.
  • Check the date and source. Monthly estimates come from a survey and can change from release to release. For a current value, consult the dated BLS Employment Situation release and note whether the figure is seasonally adjusted.
  • Do not assume international definitions match. Other countries may classify job search, availability, or population differently; check each national statistical agency before comparing rates across countries.

The formulas are definitions, not readings for a particular month. A specific rate needs its release date, population, and seasonal-adjustment status to be interpreted accurately.
