How to Check U.S. Tariffs and Import Rules for Products From India

U.S. duties on products from India depend on the item’s classification and any additional measures. Here’s how to check the current HTS and separate product rules.

There is no single U.S. import-duty rate for all products from India. To estimate the duty for a particular shipment, identify the product’s correct Harmonized Tariff Schedule (HTS) classification, check its general rate and any applicable Chapter 99 measures, and separately verify rules that affect whether it may be imported. Use the schedule in force for the planned entry date: the USITC landing page showed 2026 HTS Revision 20 when checked, and tariff treatment can change.

What information to gather before you look up a rate

A retail name or country label may not give enough detail to classify an item. Assemble the facts that describe the actual merchandise:

  • What the product is and what it does.
  • Its materials and, where relevant, the proportions of each material.
  • How it is constructed and whether it is finished, unfinished, a part, or a set.
  • Facts supporting its country of origin, not just the wording on its label.
  • The planned U.S. entry date and, for a shipment-specific estimate, its value and intended use.

These details help you find a plausible classification and determine which additional provisions or product rules may matter. They do not by themselves establish a final duty or admissibility decision.

How to check the U.S. tariff rate

  1. Search the current USITC schedule

    Open the USITC Harmonized Tariff Schedule and search for candidate headings using the product’s function, materials, and construction. Read the full legal description and relevant notes rather than choosing a code based only on a search snippet or a similar-sounding product name. Confirm that you are viewing the schedule revision applicable to the planned entry date; the HTS is revised, and an older article or cached result may not reflect current treatment.

    The schedule contains the tariff classifications and rates, as well as general notes and special provisions in Chapters 98 and 99. Classification is product-specific: a code that fits one article may not fit another that looks similar.

  2. Read the ordinary rate and any Chapter 99 measures together

    For the candidate classification, review the applicable general rate. Then check Chapter 99 headings, notes, exceptions, and effective dates for additional duties or other changes to the treatment. The USITC’s Chapter 99 search result for an India-related additional-duty provision is a useful prompt to inspect the relevant provisions; it does not establish one current rate for every product from India.

    Do not treat a general rate as the complete duty calculation until you have checked whether another provision applies. Verify the schedule again for the entry date, because rates and additional measures may change.

  3. Check rules beyond customs duty

    Tariff lookup does not determine every condition for import. Check whether the specific product, its materials, or its intended use triggers a permit, license, admissibility condition, or requirement administered by a relevant U.S. agency. The sources below do not provide a complete commodity-by-commodity list of U.S. agency requirements, so verify them for the actual product rather than assuming a tariff search covers them.

  4. Resolve classification uncertainty before shipping

    If the product facts do not clearly fit a heading, do not choose a code only because a similar item appears in a ruling. A CBP ruling can address a defined fact pattern; where classification uncertainty could materially affect a shipment, consider seeking product-specific guidance from CBP or a qualified customs professional.

Which source answers which question?

Why a CBP ruling may not apply to a similar item

CBP’s 2025 ruling N354589 concerns a particular “Raffia Tassel Clutch.” It classified that described item under HTSUS 4602.90.0000 and stated a 3.5 percent general duty rate for it. The ruling also discussed additional provisions applicable to the item at the time. Those details illustrate how a ruling presents classification and duty treatment; they are not a current rate or classification for other Indian-origin goods.

CBP limits the holding to the facts submitted: “The holding set forth above applies only to the specific factual situation and merchandise description as identified in the ruling request.” The ruling also says its cited tariffs and additional duties were current as of issuance and subject to change. A material difference in construction, materials, or other facts—or a later schedule change—can make the example inapplicable.

Keep India-side controls separate from U.S. import duties

The USTR’s 2026 report describes India’s import measures, including an extension of its Import Management System for certain ICT goods through December 31, 2026. That is an India-side measure reported for specified goods; it is not a U.S. tariff rate, and it does not mean every ICT product or every product from India is restricted. For a U.S. import, check U.S. tariff treatment and applicable U.S. product rules separately.
