Compare AWS, Microsoft Azure, and Google Cloud against those requirements, estimate the full cost of running and moving each workload, and verify service terms directly before you commit. There is no universally best provider for every growing business.
Start with the business requirements
Before comparing providers, write down what the business needs the cloud to do and what it must protect. This makes the decision concrete and helps prevent a broad platform comparison from obscuring the needs of individual workloads.
- Workloads and dependencies: List applications, databases, data stores, integrations, APIs, and systems that must continue working together.
- Growth and performance: Estimate how usage may change, and identify performance, availability, and peak-demand requirements.
- Data and obligations: Record where data may need to reside, how it must be protected or retained, and any regulatory or contractual obligations.
- Current environment: Note existing identity, productivity, development, analytics, and business systems, along with licenses and tools that may affect the choice.
- Operating capacity: Identify the technical staff and expertise available to configure, monitor, secure, and support the services.
Separate mandatory requirements from preferences. A provider that cannot meet a mandatory regional, workload, or compliance need should not remain on the shortlist just because it performs well on a preferred feature.
Compare providers against the same criteria
AWS, Microsoft Azure, and Google Cloud all offer broad portfolios. The evidence here does not establish a general winner, so compare the specific services and terms your architecture would use. Google Cloud’s service comparison maps its generally available services to comparable AWS and Azure offerings; it was last updated December 3, 2024. Treat that map as a discovery aid, not proof that features, limits, prices, or availability match. Verify current details with each provider.

| Decision area | What to verify |
|---|---|
| Workload fit | Required compute, storage, database, networking, identity, backup, analytics, and management capabilities; dependencies and performance targets. |
| Integration | Compatibility with current identity, productivity, development, data, and business systems, including hybrid requirements. |
| Security and compliance | Which controls the provider operates and which the customer must configure; whether the exact service and region have the assurance evidence your obligations require. |
| Total cost | Expected and peak service usage, data transfer, storage, support, licenses, staffing, migration, integration, and eventual exit costs. |
| Operations and support | Available support and escalation paths, documentation, governance tools, training, and whether the team can operate the services. |
| Continuity and portability | Whether service terms and architecture meet continuity needs, and how difficult it would be to move data or workloads later. |
Ask shortlisted providers for the exact service availability and regional coverage, applicable service-level agreements (SLAs), support terms, security evidence, data-location commitments, and contract language for the proposed architecture. Product features, prices, SLAs, and regional availability change; confirm them directly before purchasing.
Calculate the full cost, not just the advertised rate
Cloud cost depends on how a workload is configured and used. A compute price alone cannot show whether a service is affordable for the business or less expensive than another option. Build a workload-based estimate using comparable assumptions for each candidate provider, then validate the estimate with current provider pricing tools and contract terms. AWS procurement guidance points buyers to public pricing tools; Microsoft Azure cost-estimation guidance says the migration approach should align with business continuity, compliance, and service-level expectations.

| Cost component | Include in the estimate |
|---|---|
| Service consumption | Compute, databases, storage, networking, backup, analytics, and any management services the design requires. |
| Usage patterns | Expected baseline use, peak demand, growth assumptions, and the length of time resources will run. |
| Data movement | Transfers into, between, and out of services or regions where applicable. |
| People and support | Provider support, staff time, training, and outside expertise needed to operate the platform. |
| Transition | Discovery, migration, integration, testing, downtime planning, and any continued costs for existing systems during the transition. |
| Exit | Future data movement, redesign, or other costs if the business changes providers or brings a workload back in-house. |
Do not treat an estimate as a quote or assume an advertised rate represents the total bill. Pricing is workload-specific, and no current price winner is established here. Compare the same expected usage, architecture, support assumptions, and time horizon, then review the provider’s contract before making a commitment.
Assign security and compliance responsibilities
Cloud security is shared between provider and customer. AWS procurement guidance and Google Cloud’s provider-selection guidance both describe shared responsibility; neither a provider’s general certifications nor the fact that a service is hosted in the cloud establishes that every workload or configuration meets a business’s obligations.

Check that the business can operate the services
The practical fit of a platform includes the work required to run it. Assess whether the team can manage the chosen services, apply governance, monitor usage, respond to incidents, and obtain help when issues arise. Compare support models, documentation, training, and escalation arrangements rather than assuming that the lowest service estimate will also produce the lowest operating cost.
AWS procurement guidance recommends involving procurement, legal, finance, security, IT, and business leadership early. For a growing company, this cross-functional review can surface issues such as contract terms, budget ownership, compliance needs, and operational gaps before they become migration blockers.

Plan migration and future portability
Before selecting a provider, map the path from the current environment to the proposed one. Identify application dependencies, data-transfer needs, downtime limits, testing requirements, rollback plans, and how business continuity will be maintained during the move. Google Cloud migration guidance warns that a poorly planned foundation can lead to delays, confusion, downtime, and migration risk.
Some provider-specific services may deliver useful capabilities or reduce implementation work, but relying on them can make a later move more involved. Decide whether that trade-off makes sense for each workload: compare the expected business value with realistic future migration and exit effort rather than treating portability as an all-or-nothing goal.
Decide whether to use one provider or several
For a business new to cloud, starting with one strategic provider is a reasonable way to limit early operating and contract complexity while the team builds experience. AWS Prescriptive Guidance recommends that organizations new to cloud start with a single provider before deciding whether a multicloud strategy suits their business.
Multiple providers can be justified when a specific regulatory, resilience, acquisition, customer, or workload requirement outweighs the added effort. That effort can include integration, additional staff skills, governance, billing, and managing more than one set of service terms and SLAs. Define the business reason for each provider before adding one; do not adopt multicloud solely as a general hedge.
Quick Recap
Use a decision process you can verify
- Inventory workloads and obligations. Document applications, data, dependencies, growth, performance, location, compliance, current systems, and available staff.
- Set must-haves and preferences. Identify requirements that disqualify a service or provider, then rank the remaining preferences.
- Shortlist providers and map services. Check for required capabilities and integrations. Use service maps only to identify candidates, then verify features, limits, and regional availability with the provider.
- Model total cost. Estimate expected and peak use plus support, transfer, licenses, staffing, migration, and exit costs using like-for-like assumptions.
- Review controls and contracts. Confirm shared security duties, relevant compliance evidence, support and escalation terms, data-location commitments, and applicable SLAs.
- Validate the migration and operating plan. Check dependencies, downtime, testing, rollback, continuity, governance, and the skills needed to run the services.
- Choose the simplest option that meets the requirements. Begin with one provider unless a defined business need makes multiple providers worth their added complexity.
