It concerns Supplemental Security Income (SSI), a separate, means-tested program. If adopted, the proposal could make it harder for some SSI recipients who live with family or friends to qualify for an exception to rules that can reduce benefits when they receive support such as shelter.
What the proposed rule would change
SSI has rules for in-kind support and maintenance (ISM): when a recipient receives certain noncash support, such as shelter, that support can affect the benefit calculation. A public-assistance-household exception can protect qualifying households from those reductions.
In 2024, the Social Security Administration (SSA) expanded that exception. The change added the Supplemental Nutrition Assistance Program (SNAP) as a qualifying program and allowed a household to qualify when one other member received qualifying public assistance, rather than requiring every member to receive it.
The proposed reversal would remove SNAP from the qualifying programs and restore the former every-member standard. In SSA’s regulatory-agenda description, the agency says it proposes to rescind the 2024 final rule “by removing the Supplemental Nutrition Assistance Program (SNAP) from the list of public income maintenance (PIM) payments.” SSA regulatory agenda entry [c001]

Why living with family or friends could matter
Living with relatives or friends does not automatically mean an SSI check will be reduced. The issue is whether the recipient receives support covered by SSI’s ISM rules and whether the household meets an applicable exception. The Center on Budget and Policy Priorities (CBPP) says current reductions related to counted support, such as a place to stay, can reach one-third of a benefit. CBPP analysis, August 7, 2025 [c005]
Under the proposed reversal, a household relying on SNAP to meet the exception, or one in which some but not all members receive qualifying public assistance, could no longer meet the expanded test. That could expose a recipient to an ISM reduction or affect eligibility. The outcome for an individual would depend on the final rule and household facts; the sources cited here do not provide enough information to calculate a person’s payment.

What “nearly 400,000” means
Nearly 400,000 is CBPP’s estimate of SSI beneficiaries and applicants who could be affected if the 2024 policy is reversed. CBPP’s August 7, 2025 analysis says affected people living with family or friends experiencing financial difficulty could have benefits reduced, typically by hundreds of dollars a month, or lose eligibility. The estimate builds on SSA’s 2024 actuarial analysis of the expansion: it projected that in 2033 roughly 277,000 SSI beneficiaries would have higher benefits under the 2024 rule and roughly 109,000 additional people would be eligible. CBPP treated reversing the rule as producing adverse effects of roughly equal magnitude. Those figures describe projections for the 2024 policy and an assumption about undoing it; they are not a direct count of people who have already lost, or certainly will lose, benefits. Is the proposed change in effect?
The official Reginfo.gov record for RIN 0960-AI94 lists the action as a proposed rule pending review, received July 18, 2025. SSA’s Spring 2025 Unified Agenda described the proposed policy direction and listed August 2025 as an anticipated date for a notice of proposed rulemaking. An anticipated agenda date does not establish that a notice was published. The records cited here do not verify a published proposed-rule text, a public comment period, an effective date, or a final rule. In its agenda entry, SSA says it proposes to return to its former policy to promote program integrity, and because the benefits of the 2024 rule do not outweigh implementation burdens and costs.
