To compare U.S. small-business loan offers, look beyond the stated interest rate. Put each offer on the same footing by comparing the cash you will actually receive, borrower-paid fees, the payment schedule, total scheduled repayment, loan term and conditions such as variable-rate resets or prepayment penalties. SBA program rules are useful reference points for SBA-backed loans, but they do not set universal prices or terms for every business loan.
Start with offers for the same borrowing need
Compare loans for the same requested amount, business purpose, expected funding date and approximate repayment horizon. Otherwise, a cheaper-looking offer may simply finance less, arrive too late or spread repayment over a different period. The SBA recommends deciding how much you need and how you will use it before approaching lenders. SBA Lender Match also recommends comparing rates, terms and fees.
Record both the face amount and the net proceeds: fees paid at closing or deducted from the loan can leave you with less cash to use than the principal shown in the offer. Ask the lender to explain in writing which charges are deducted, paid separately, or recur during the loan.
Build a side-by-side comparison
Use the lender’s written offer and payment schedule to fill in one row per loan. If an amount cannot be reconciled with the schedule, ask the lender to explain it before deciding.

Do not treat a calculated cost as an APR unless you know the calculation method and which fees it includes. The sources here do not establish a universal APR-disclosure rule for all U.S. commercial small-business loans. Request the complete schedule and fee treatment in writing rather than relying on a single headline number.
Compare rate structure and payment risk
Fixed rates
A fixed rate stays constant for the agreed period, so the interest rate does not reset with a benchmark. For SBA 7(a) term loans, the SBA says fixed-rate payments remain the same. Confirm the offer’s exact payment schedule and whether any other contract feature could change what you owe.

Variable rates
A variable rate can change when its benchmark resets. Ask which benchmark applies, how the lender adds its margin, how often the rate resets, whether a floor or cap applies, and whether a reset changes the payment, the term, or both. The SBA notes that 7(a) rates can be fixed or variable and that variable-rate payment amounts may change when rates change. Its 7(a) loan information describes the program’s payment structure.
For context—not as a quote or a market-wide rate—the SBA’s current lender guidance lists maximum variable rates for 7(a) loans by loan size. The limits are the applicable base rate plus 6.5% for loans of $50,000 or less; plus 6.0% for $50,001–$250,000; plus 4.5% for $250,001–$350,000; and plus 3.0% above $350,000. These are program caps; an individual borrower’s rate is negotiated with the lender and subject to SBA limits. Check the current SBA lender guidance for the applicable program terms.

Read the payment schedule, term and maturity together
A smaller installment does not necessarily mean a cheaper loan: it may reflect a longer repayment period, a period of interest-only payments, or a balloon payment at maturity. Compare total scheduled payments over each actual offered term, alongside the amount and frequency of each installment. Check whether the schedule is monthly, weekly or otherwise, and identify any final balance that must be paid separately.
For SBA 7(a) term loans, the SBA says most payments are monthly and include principal and interest. It describes the general maturity as the shortest appropriate term based on repayment ability, usually 10 years or less unless real estate or longer-lived equipment is financed; the general maximum is 25 years, subject to program details. These are SBA program terms, not a rule for all business loans. Review SBA lender resources and the written offer for the specific loan.

For a line of credit, compare when draws must be repaid, whether the credit can be renewed, and whether repayment terms change at renewal. A revolving line and a term loan may not be interchangeable, even when their headline rates look similar.

List every charge the borrower must pay, including when it is collected and whether it reduces proceeds. A fee paid separately affects the total cash cost; a fee deducted from proceeds also reduces the funds available for the stated principal. Compare the lender’s written fee list and payment schedule rather than assuming two similarly named charges are calculated or collected the same way.

SBA 7(a) fee treatment is program-specific. The lender pays an upfront SBA guaranty fee but may pass that cost to the borrower. The lender’s annual service fee is paid by the lender and cannot be charged to the borrower; other lender and agent charges are subject to SBA program rules. The SBA’s FY 2027 fee notice took effect October 1, 2026, so consult the current FY 2027 7(a) program fee notice rather than relying on an older fee schedule.
Ask whether you can repay early without a charge, and how any penalty is calculated. For SBA 7(a) loans with maturities of 15 years or more, the SBA describes a penalty when at least 25% of the outstanding balance is prepaid within the first three years after the first disbursement: 5% in year one, 3% in year two and 1% in year three, applied to the prepayment amount. Confirm that the provision applies to the particular loan and verify its terms with the lender. The SBA also recommends asking about grace periods and circumstances in which a lender can demand full repayment. SBA Lender Match lists these among the questions borrowers should raise.
Compare program types only when they fit the same need
A term loan, revolving line, SBA-backed loan and microloan may differ in eligibility, funding, repayment and permitted use. First confirm that each can fund the same business need; then compare the offer details using the worksheet above.
For SBA microloans, the agency says the maximum loan is $50,000 and that funds may be used for working capital, inventory, supplies, furniture, fixtures, machinery and equipment. SBA-approved intermediaries originate them. The SBA reports that terms vary by loan amount, planned use, lender requirements and borrower needs, with a maximum repayment term of seven years. Its page gives a general interest range of 8%–13% and an average loan of about $13,000; those are SBA’s general microloan figures, not a market-wide estimate or a borrower-specific quote. Check the SBA Microloans page and the intermediary’s offer for current details.
Questions to take to the lender
- What is the net amount my business will receive after any deductions?
- Which fees will I pay, when are they due, and are any added to the loan balance?
- Is the rate fixed or variable? If variable, what benchmark, margin, reset schedule, floor and cap apply?
- Can you provide the full payment schedule, total scheduled repayment, maturity date and any balloon amount?
- Can I repay early, and if so, what penalty or notice requirement applies?
- What collateral, personal guarantee, covenants or other conditions apply?
- When can the loan become due in full, and what events count as default?
- When will funds be available, and what eligibility or renewal conditions could affect access to them?
