GST Composition Scheme vs Regular GST: Eligibility, Tax and Compliance

GST composition can simplify tax payment for eligible businesses, but lost input tax credit and customer invoicing needs can make regular GST a better fit.

The GST composition scheme can simplify tax payment for eligible small businesses, but it is not automatically cheaper than regular GST. A composition taxpayer generally cannot collect GST from customers or claim input tax credit (ITC); a regular taxpayer charges the applicable GST on taxable supplies and may claim eligible ITC, subject to statutory conditions. The better fit depends on your turnover, supplies, customers, purchase costs and ability to meet filing obligations.

How the two GST options work

Regular GST is the standard system: the taxpayer charges the rate applicable to each taxable supply, reports supplies as required for its filing category and may claim eligible ITC on purchases in accordance with the law.

Composition is an alternative tax-payment mechanism under section 10 of the CGST Act for taxpayers who meet its conditions. Instead of charging output GST in the regular way, the taxpayer pays composition levy at the applicable rate and follows a different invoicing and filing process. It is not simply a lower rate applied to the same tax calculation: the inability to claim ITC and the effect on customer invoices can change the total cost.

Who may be eligible for composition?

Turnover is only one part of the eligibility test. The applicable threshold and conditions depend on the route used, the taxpayer’s state and the facts of the business. Threshold amounts often quoted in older guidance should not be treated as current limits without checking current law and notifications for the relevant state.

Section 10 includes exclusions and restrictions. The ordinary route is not available to every type of taxpayer or supply pattern; among the relevant restrictions are casual and non-resident taxable persons, specified activities or supplies, and inter-State outward supplies of goods. Eligibility should be checked against the current CGST Act, the relevant SGST or UTGST law, notifications, and the business’s actual supplies.

There is also a separate route under section 10(2A) for certain persons who do not qualify under the ordinary composition provisions. It has its own conditions and rate; it should not be assumed to be a fallback available to every otherwise-ineligible business.

Where a business has multiple GST registrations under the same PAN, the composition option can have consequences across those registrations in the circumstances specified in the rules. Check the rules before opting in for only one part of a business.

Composition levy rates are not regular GST rates

The percentages below are the CGST components listed for the composition routes. For ordinary intra-State supplies, the corresponding state or UT component generally applies as well, producing a combined levy; confirm the applicable law and rate for the taxpayer’s state and supplies.

These are composition-levy rates, not a universal comparison with regular GST. Under regular GST, the rate depends on the classification of each product or service; there is no single regular rate that can be compared with composition rates for every business. Regular taxpayers may also be able to offset eligible input tax through ITC, while composition taxpayers cannot claim ITC on inward supplies.

Composition scheme vs regular GST: what changes?

Why customer type and purchase costs matter

A consumer-facing business may find the composition route easier to explain and administer if it qualifies and its customers do not need a GST tax invoice for ITC. A business selling mainly to GST-registered customers may face a commercial disadvantage: it cannot collect GST as a composition taxpayer, and its buyers cannot use a composition levy as ITC in the way they may use eligible GST shown on a regular tax invoice.

Purchases matter too. A composition taxpayer bears the GST charged on its inputs as part of its costs because it cannot claim ITC. A regular taxpayer may be able to recover eligible input GST through credit, but must satisfy statutory conditions and maintain the required records. The comparison therefore needs both sides of the transaction: tax and credit on purchases, as well as the applicable output GST and customer expectations.

For a useful comparison, gather the business’s expected taxable sales by supply type, the current GST rates on those supplies, purchase GST that could qualify for ITC, customer mix, and whether supplies cross State or Union Territory boundaries. Compare the resulting economics rather than treating the composition percentage as the entire tax burden.

How often does a composition taxpayer file?

Official taxpayer guidance describes quarterly payment of composition tax through Form GST CMP-08 and an annual Form GSTR-4. The GST Portal says composition taxpayers are excluded from GSTR-1, which is generally used by regular taxpayers to report outward supplies. Regular GST filing obligations beyond GSTR-1 vary by taxpayer and filing category. Confirm current portal instructions and applicable due dates, since filing requirements and dates can change.

What happens if eligibility ends?

If a composition taxpayer ceases to meet the conditions, regular tax applies from the relevant date under the rules. The taxpayer must issue tax invoices for subsequent taxable supplies and notify withdrawal using Form GST CMP-04 within seven days, as specified in the composition rules. A business approaching a turnover limit or planning a new supply pattern should check the effect before proceeding, rather than waiting until a return or customer invoice exposes the change.

Which option is better for your business?

  • Composition may fit an eligible business with a straightforward, permitted supply pattern, predominantly consumer customers, limited need to show GST tax invoices, and purchase GST that would not make the lost ITC especially costly.
  • Regular GST may fit a business with GST-registered buyers that value usable ITC, substantial GST-bearing purchases, inter-State outward goods supplies that conflict with ordinary composition eligibility, or supplies that otherwise fail the composition conditions.
  • Check before opting in if the business operates across multiple registrations on one PAN, supplies a mix of goods and services, or is considering the separate section 10(2A) route. The precise statutory route and current state-specific requirements matter.

Before making the choice, verify current eligibility and rates against the applicable law and notifications, then compare expected tax and compliance costs using the business’s own sales, purchases and customer profile.
