On September 11, 2025, Freddie Mac reported average mortgage rates of 6.35% for a 30-year fixed-rate loan and 5.50% for a 15-year fixed-rate loan. These were national survey benchmarks—not refinance offers or guaranteed rates for individual homeowners.
What were mortgage rates on September 11, 2025?
Freddie Mac’s Primary Mortgage Market Survey (PMMS) recorded a 6.35% average for 30-year fixed-rate mortgages and a 5.50% average for 15-year fixed-rate mortgages on September 11, 2025. The Freddie Mac 2025 survey archive lists both figures.
The 30-year rate was 0.15 percentage point—15 basis points—lower than the 6.50% reported the previous week. Freddie Mac described that weekly decline as the largest in the prior year. Its September 11 release also reported year-earlier averages of 6.20% for a 30-year loan and 5.27% for a 15-year loan. Did mortgage rates drop that week?
Yes. The 30-year PMMS average fell from 6.50% on September 4 to 6.35% on September 11. The 15-year average fell from 5.60% to 5.50% over the same interval. Rates then continued lower in Freddie Mac’s weekly archive: 6.26% and 5.41% on September 18, followed by 6.30% and 5.49% on September 25, for 30- and 15-year fixed loans respectively.

The Federal Reserve Bank of St. Louis’ FRED 30-year mortgage-rate series also records 6.35% for September 11. FRED defines the series as a weekly average that ends on Thursday and is not seasonally adjusted.
Do these averages represent refinance offers?
No. PMMS is not a refinance-specific rate table. Freddie Mac describes its survey as covering conventional, conforming, fully amortizing home-purchase loans, based on borrowers with excellent credit and 20% down. The published averages therefore provide context about the mortgage market, not a quote available to every homeowner refinancing.

An individual lender sets a borrower’s rate using factors including credit and market rates, as Freddie Mac explains in its mortgage rates and affordability overview. A refinance quote can also differ with the loan details and lender’s terms.
How should you compare refinance rates?
Use the historical averages as a reference point, then compare actual offers for the same proposed loan. A lower advertised rate alone does not show which refinance costs less overall.

- Match the loan balance and repayment term.
- Compare points and lender fees, not just the interest rate.
- Check that the offers use the same rate-lock period.
- Evaluate the payment and total borrowing cost against your current loan and how long you expect to keep the mortgage.
What does the 15-year versus 30-year rate difference mean?
The reported 15-year average was 5.50%, compared with 6.35% for a 30-year loan. A shorter term changes how quickly the balance is repaid and generally means a larger monthly principal-and-interest payment for the same balance. The rate averages alone cannot establish which term—or whether refinancing at all—would save a particular household money. That comparison requires the borrower’s balance, remaining term, closing costs, and proposed payment.
