For a fixed-duration promotion, Google Ads campaign total budgets are the clearest built-in option with a stated campaign-level ceiling—but they do not limit spend on any one day. Rules and scripts can add interventions, but neither should be treated as an instantaneous hard stop.
What demand-led budgeting does—and what it does not establish
Google describes demand-led budget pacing as AI-assisted spending that follows customer demand: capturing more on peak days and reducing spend on slower days. Google’s 2026 feature announcement says it is available in all Search campaigns and stays within daily and monthly spending limits. That is Google’s description of the feature, not an independent performance finding; the announcement does not provide a detailed setup guide or explain a disable control. If you need a different kind of control, choose the budget setting by the period and scope that must be bounded. Bidding strategy is a separate choice: it sets the outcome Google aims to pursue, while the budget establishes the spending boundary.
Compare the alternatives by the spend boundary you need

Use a campaign total budget for a fixed-flight ceiling
For a promotion or other campaign with firm start and end dates, a campaign total budget is the most direct built-in alternative when the total amount—not each day’s spend—is the binding constraint. Google says it accounts for prior underspend or high utilization by adjusting pacing over the remaining flight, and that an advertiser may be billed only up to the entered campaign amount. - Search, Standard Shopping, and Performance Max: Google recommends at least three days and allows a maximum duration of 90 days.
- Demand Gen and YouTube: Google recommends at least seven days and allows a maximum duration of one year.
The budget type cannot be changed after the campaign is created, and a campaign total budget cannot be shared across campaigns. Use an average daily budget when you need flexible pacing
An average daily budget is what you are willing to spend per day on average, not a hard cap for every calendar day. Google says most campaigns may spend up to twice that amount on a particular day, while the monthly charging limit is 30.4 times the average daily budget. To set an average daily budget for a planned monthly amount, Google recommends dividing that amount by 30.4. For example, if your intended monthly amount is $1,520, the calculation is $1,520 ÷ 30.4 = $50 as an average daily budget. This example applies Google’s conversion guidance; it is not a promise that every calendar month will have the same spend pattern.
Choose shared or account budgets by scope
Shared budget: let campaigns draw from a common pool
A shared budget lets eligible campaigns for the same client draw from a pool, allowing unused budget from one campaign to be used by another. Choose it when campaigns share a goal and you want pooled allocation rather than a guaranteed fixed amount for each campaign. Account budget: set an account-wide amount
Google account budgets are for advertisers who pay by monthly invoicing. They set an account-level amount and period on top of individual campaign budgets. If campaign costs reach that amount before the end date, all ads stop. The account budget does not pace costs across campaigns or spread spending across the specified time span, so it is an account ceiling rather than a campaign-allocation tool. Automated rules: schedule changes or receive alerts
Automated rules can change budgets, bids, and campaign status, or schedule ads to run at chosen times. Google recommends setting minimum and maximum limits and previewing a rule’s effects before saving. Most importantly, Google says the standard turnaround for a scheduled rule is within two hours after its conditions are triggered. For a promotion, one rule can enable a prepared campaign and another can pause it at the planned end. For cost monitoring, a rule can email you when spend crosses a threshold so a person can decide whether to act. If a rule depends on conversions, allow a time window that accounts for conversion lag; otherwise, recent performance may not yet reflect all conversions.
Scripts: build custom workflows if you can maintain them
Google Ads scripts use JavaScript to make account changes. Google lists pausing items, changing bids, using external data to trigger changes, and managing multiple accounts through a manager account as examples. Scripts can suit large campaigns or bespoke workflows when you or a colleague has the skills to build and maintain them; that flexibility also makes setup and upkeep your responsibility. Keep bidding goals separate from spending limits
Automated bidding strategies pursue outcomes; they do not change the type of budget attached to a campaign. Google maps its strategies to goals including clicks, impression share, conversions, conversion value, CPA, and ROAS. Maximize Clicks aims to get clicks within the budget, while Maximize conversions without a Target CPA aims to spend the budget for conversions. Target CPA and Target ROAS pursue those respective goals, but actual conversions or returns can be above or below the target. Changing a bidding target may change auction participation and outcomes, but it does not turn an average daily budget into a strict daily cap. Google’s automated bidding guidance
Match the setting to your constraint
- Need a defined total for one dated campaign: choose a campaign total budget, and accept that daily spend can fluctuate.
- Need a daily average and monthly charging boundary: use an average daily budget, recognizing the documented daily overdelivery for most campaigns.
- Want several campaigns to use a common pool: consider a shared budget if the campaigns are eligible and a fixed per-campaign split is not required.
- Need an account-wide ceiling: check monthly-invoicing eligibility for an account budget.
- Need a planned pause, threshold alert, or custom condition: use rules or scripts as operational controls, not as a substitute for a stated billing cap.
