EPA did not scrap fuel-economy standards. In February 2026, it rescinded federal vehicle greenhouse-gas standards; NHTSA, which administers fuel-economy rules under separate authority, finalized lower Corporate Average Fuel Economy (CAFE) requirements on September 30. Officials say the broader policy shift is intended to bring back American auto jobs, but the available evidence does not establish a net job gain caused by either action.
What changed—and which agency changed it
The headline claim combines two distinct federal actions. EPA’s February 2026 final action rescinded the 2009 Clean Air Act Endangerment Finding for greenhouse gases and subsequent vehicle greenhouse-gas standards. NHTSA’s separate September 30, 2026, final rule amended CAFE requirements. EPA says its action did not change CAFE.

EPA’s fact sheet says the February action did not rescind or modify CAFE standards, which NHTSA administers under separate statutory authority. EPA also says traditional air-pollutant standards were not affected. The accurate shorthand is therefore that EPA rescinded vehicle GHG standards while NHTSA separately reset fuel-economy requirements—not that EPA scrapped fuel-economy rules.
How much did NHTSA change the fuel-economy requirements?
NHTSA’s program information puts the revised requirements at a projected industry fleetwide average of roughly 34.9 miles per gallon for model year 2031. The Associated Press reported that the corresponding projection under the prior administration’s rule was 50.4 mpg. Those figures compare regulatory fleet averages under different rules; they do not describe a typical car’s sticker rating or guarantee what a driver will achieve on the road.

CAFE is a manufacturer compliance program. Individual vehicles vary, and regulatory compliance figures are not interchangeable with real-world fuel economy. EPA’s 2025 Automotive Trends Report, published in February 2026, makes a related distinction: its compliance calculations use city/highway tests weighted 55%/45%, while its estimated real-world measure uses a five-cycle basis weighted 43%/57%.
What the administration says about jobs—and what is known
The stated objective
EPA has framed its vehicle-standards agenda as an effort to support American auto employment. In a May 14, 2026, announcement about a proposal to delay vehicle standards, Administrator Lee Zeldin said the proposal aimed at “protecting good paying American jobs.” EPA has also described its work as intended to “bring back American auto jobs.” Those are policy objectives, not evidence that jobs have already returned. The May announcement concerned a proposal, not the September CAFE final rule.

No established net job count for the 2026 actions
The available sources do not provide a defensible number of U.S. jobs created or restored by the 2026 EPA or NHTSA actions. Employment could shift among automakers, suppliers, dealers, energy sectors and regions; a shift in one part of the economy is not, by itself, a net national job gain.
Earlier government analyses offer context, not a forecast for these 2026 decisions. EPA and NHTSA’s 2016 Draft Technical Assessment Report said the net employment effect of the standards it studied for model years 2022–2025 was likely to be small compared with macroeconomic and other factors. NHTSA’s July 2024 technical support document cautioned that, when the economy is at full employment, regulation may change where workers are employed more than overall U.S. employment; it also said long-run net effects are difficult to predict. Neither analysis measures the job effects of the 2026 actions.

What the rules mean for consumers and automakers
EPA estimates that its GHG rescission action will save more than $1.3 trillion in vehicle costs. That is EPA’s estimate for its own action, not an independently established savings total in the cited materials, and it is not a jobs estimate. It should not be treated as a guaranteed amount saved by each household or as an estimate of the separate NHTSA rule’s effects.
For automakers, the distinction between the rules matters: EPA’s action concerns Clean Air Act GHG standards, while NHTSA’s CAFE rule changes manufacturer fuel-economy compliance requirements. NHTSA says EPCA, as amended, directs it to set CAFE standards at the “maximum feasible” level while considering technological feasibility, economic practicability, the effect of other motor-vehicle standards and the need to conserve energy. That statutory framework governs NHTSA’s program, not EPA’s GHG rescission.

Why current vehicle data cannot show the results yet
EPA’s 2025 Automotive Trends Report contains final submitted data through model year 2024 and preliminary 2025 values based on automaker projections; it does not project future model years. The report also cautions that historical performance does not necessarily predict future industry trends. It can describe past vehicle trends, but it cannot demonstrate post-rule fuel-economy or employment outcomes from changes finalized in 2026.
