Gold Loan NBFCs Seek Parity on Minimum Tier I Capital Requirement

RBI’s cited rules set a 12% Tier I minimum for gold-lending NBFCs and 10% for NBFC-ML and NBFC-UL, with a 15% CRAR minimum for both. A parity request is not yet a rule change.

RBI’s published capital rules set a 12% minimum Tier I capital ratio for NBFCs primarily engaged in lending against gold jewellery, compared with 10% for NBFC-Middle Layer and NBFC-Upper Layer entities. Both categories have a 15% minimum Capital to Risk-Weighted Assets Ratio (CRAR). A reported industry push for parity is a request, not an adopted change: the available October 5, 2026 headline does not establish the exact proposal or RBI’s response.

What the current RBI capital requirements say

The Reserve Bank of India’s 2025 Handbook on Regulations at a Glance lists these minimum ratios:

NBFC-Middle Layer (NBFC-ML) and NBFC-Upper Layer (NBFC-UL) 10% 15%

RBI’s Non-Banking Financial Companies – Prudential Norms on Capital Adequacy Directions, 2025, identified as updated through July 1, 2026, expresses the minimum ratios as percentages of aggregate risk-weighted assets. On the published figures, the Tier I difference is two percentage points; the overall CRAR minimum is the same.

These are category-specific requirements, not a rule that can be applied to every lender with a gold-loan product. A company’s regulatory classification and the applicable current direction determine which minimum applies. RBI’s published directions should be checked for amendments before applying the figures to a named entity.

What “parity” would mean—and what it would not

In this context, parity refers to aligning the gold-lending NBFC category’s minimum Tier I ratio with the 10% minimum shown for NBFC-ML and NBFC-UL. That would address the two-percentage-point difference in the cited Tier I minima. It would not, on its own, change the 15% CRAR minimum common to both categories or make every prudential rule identical.

Tier I capital is a measure of a lender’s core capital relative to its risk-weighted assets. CRAR is the broader capital-to-risk-weighted-assets measure. Because both requirements are tied to risk-weighted assets, the headline percentages are regulatory minimum ratios, not amounts of capital that every company must hold in rupees.

What is known about the industry request

A listing page attributes the headline “Gold loan companies eye parity on minimum Tier I capital requirement with other NBFCs” to Hindu BusinessLine and dates it October 5, 2026. The full report text was not available in the listing. As a result, the precise percentage companies are seeking, the proponents, their stated rationale, and any RBI response are not established by that headline evidence.

It would therefore be premature to say that the industry has formally asked RBI to reduce the gold-lending minimum to 10%, or to claim a particular benefit or cost for companies or borrowers. The published RBI figures establish the present comparison; the headline alone does not verify the terms or status of a proposed policy change.

How to read the headline as a borrower or investor

  • It is not an announcement of a rule change. RBI’s cited directions list 12% Tier I for the gold-lending category; the reported parity language signals a sought change, not an adopted one.
  • The comparison is specific. The 10% figure is listed for NBFC-ML and NBFC-UL, while the 12% figure applies to NBFCs primarily engaged in lending against gold jewellery.
  • The ratios do not reveal company-level capital headroom. They are minimums against risk-weighted assets; assessing an individual lender requires its classification and financial disclosures.
  • No borrower impact follows automatically from the headline. Without verified proposal details and company or sector data, the effect on loan availability, pricing, or risk cannot be inferred.
