Centre Plans Faceless CGST Pilot Within 3–4 Months, Report Says

The reported faceless CGST pilot aims to reduce direct taxpayer-officer contact, but its scope, procedures and launch date are not confirmed.

The Centre is planning a trial of a faceless scheme for Central Goods and Services Tax (CGST), with the stated aim of reducing direct contact between taxpayers and tax officials. The Economic Times reported on October 6, 2026, citing unnamed Finance Ministry sources, that the pilot is expected within three to four months. That is a reported target, not a confirmed launch date or an announced nationwide rollout.

What is proposed

The reported model would use technology to randomly assign cases to specialised teams rather than leave them with individual local officers. The report mentions artificial intelligence and data analytics, but does not explain how the assignment system would work or identify which cases would be included.

The proposal is described as drawing on the Income Tax Department’s faceless framework. That does not mean the income-tax framework’s legal or procedural rules would automatically apply to CGST.

How this differs from existing GST return scrutiny

The report says the Central Board of Indirect Taxes and Customs (CBIC) rolled out its Automated Return Scrutiny Module in May 2023 for Centre-administered taxpayers. That module uses data analytics to select returns and sends system-identified risks or discrepancies electronically through the GST portal.

The reported change in the proposed pilot is therefore case assignment and handling. The report does not establish that existing return scrutiny will be replaced, or that the proposed scheme covers all CGST proceedings.

What is not yet clear

  • Which proceedings or case types would be handled through the pilot.
  • Which jurisdictions or groups of taxpayers would be in scope.
  • How the allocation technology, review routes, safeguards, or legal procedures would operate.
  • Whether the pilot would expand beyond its initial trial.

The October 6 report does not provide these details, and no official notification or detailed scheme document is identified in it. The reported three-to-four-month timeline should be read as an expectation attributed to anonymous sources, not a guaranteed start date.

Was the pilot approved by the GST Council?

No approval is established by the report. The GST Council was scheduled to meet on October 8, 2026, and sources expected it to consider process reforms involving registration, refunds, and returns. That expectation does not show that the Council approved the faceless CGST pilot.

The proposal and its timetable were reported by The Economic Times on October 6, 2026, in an ANI report citing unnamed Finance Ministry sources. The report quotes those sources as saying: “Faceless scheme for CGST will be started in 3 to 4 months on a trial basis.”
