Tax increment financing (TIF) does not create a separate tax rate on your home. Your property tax bill is based on its assessed value and the rates that apply to it; TIF is a way to allocate some property-tax revenue growth from a designated district. The $10 billion figure in the original headline has not been verified as a Wake County TIF total, so it cannot establish what any homeowner owes.
How Wake County calculates a property tax bill
Wake County Tax Administration identifies two inputs: assessed value and the tax rate set by elected county and municipal officials. The county’s example uses a $450,000 assessed value and a county rate of 53.71 cents per $100 of value:
$450,000 × 0.005371 = $2,416.95 in county tax
That is the county portion in the example, not necessarily the full bill. A property’s total can also reflect applicable municipal or district rates. See the county’s explanation of what determines a tax bill.
What TIF changes—and what it does not
North Carolina’s development-financing law uses a district’s base valuation and current assessed value to determine whether an incremental valuation exists. When current value exceeds the base, the difference is the increment. The law sets out how tax proceeds are distributed, including treatment of the base-value portion and proceeds associated with incremental value. It also permits a city and county to make an agreement about city taxes on some or all of the increment. The details are in North Carolina General Statutes §159-107.

In practical terms, TIF is a revenue-allocation and financing mechanism, not an extra tax rate added to a household’s bill. The Federal Highway Administration’s overview says property owners continue paying normal property taxes while revenue growth in a designated area is captured for financing purposes. The bill calculation and the allocation of revenue answer different questions. A TIF district’s existence alone does not show that a particular owner’s bill went up, went down, or stayed the same. To assess an individual property, you need its assessed value and applicable rates; if it is within a development-financing district, you also need the district boundary and relevant allocation agreement.

What the $10 billion figure can—and cannot—tell you
The available sources do not verify a $10 billion total for Wake County TIFs, identify which districts or agreements it would include, or define what the number measures. It could not be treated as an established local TIF figure without a primary document specifying its geography, date, and meaning—for example, whether it refers to assessed value, project value, an outstanding financing balance, or projected increments.
That uncertainty does not prove the figure is false. It means the figure, as presented, cannot be used to calculate or predict a homeowner’s tax bill.

2026 bills and the 2027 revaluation are separate
Wake County says bills due in 2026 use assessed values as of Jan. 1, 2024, and rates approved in June 2026. For the 2027 revaluation, new values will reflect market conditions as of Jan. 1, 2027. Revaluation updates assessed values; it does not set the tax rate. County guidance says local officials must publish a revenue-neutral rate during the budget process but are not required to adopt it. What to check for your property
- Find the property’s assessed value in its tax record.
- Identify the county rate and any municipal or district rates that apply to the property.
- If you believe the property is in a development-financing district, confirm the district boundary and locate any relevant official increment-allocation agreement.
- For a future bill after revaluation, wait for the rate that elected officials adopt; a new assessed value alone does not determine the final bill.
