What’s Proposed at the Henderson Street Bazaar Near Panther Island?

A reported rezoning concept at the Henderson Street Bazaar site includes three towers, but the plans are preliminary and construction is not imminent.

The Henderson Street Bazaar property at 1000 N. Henderson St. could become a mixed-use development with a 20-story office tower, a 20-story residential tower and an 18-story hotel. Those are preliminary plans reported on October 6, 2026—not an approved or scheduled construction project—and the weekend flea market continues to operate at the site.

What the reported concept includes

The Fort Worth Business Journal reported that the landowners are seeking a rezoning for the property, which is currently used as a weekend flea market. The report describes the potential development as three separate buildings:

  • A 20-story office tower
  • A 20-story residential tower
  • An 18-story hotel

The report identifies Boykin Land Company as the company listed on the zoning application. Because the full application materials and exhibits have not been confirmed in the available public record, treat the building mix and applicant detail as reported information, not independently verified project specifications. Is construction approved or imminent?

No. The news report characterizes the plans as preliminary and quotes a developer representative as saying development is not imminent. How Panther Island zoning affects the proposal

Fort Worth’s Panther Island rules vary by subdistrict, so district-wide limits cannot establish what is allowed on this particular parcel. The current city code lists a maximum of 20 floors in the North Main Zone and a 288-foot maximum in the N-3 Neighborhood Tower Zones. Covered projects must follow the adopted Panther Island form-based standards and obtain certificates of appropriateness. In a separate 2024 action, City Council raised the maximum height in the PI-NM subdistrict to 20 stories and changed tower floorplate rules. What remains unconfirmed about the site

The proposal’s specific city case number, parcel boundaries, current zoning designation and hearing schedule have not been established in the available reporting. Panther Island’s development guidance says each development in the district must submit its own drainage study consistent with the approved study DS-25-0127 and City criteria; the City says DS-25-0127 was approved February 12, 2026. A separate Panther Island-area proposal

The City reported a distinct Seco Ventures proposal in June 2026: a planned 12-story residential development with at least 290 apartments and 9,000 square feet of retail, with stated minimum development costs of $100 million.
