Employee organizations have put forward competing salary and pension proposals ahead of the Eighth Central Pay Commission’s Bengaluru visit on 7–8 October 2026. The figures are demands reported by Mint, not approved pay scales or Commission recommendations. The visit is part of consultation; the sources reviewed do not establish that it will decide salaries or pensions.

What is the 8th Pay Commission’s Bengaluru meeting about?

The Commission’s official notice schedules its Bengaluru visit for 7–8 October 2026. Mint reported on 6 October that no specific meeting agenda had been announced. The notice confirms the dates, but not a detailed agenda; a consultation visit should not be read as an announcement of a pay decision. The Commission’s official site provides its notices and schedule.

The Commission was constituted on 3 November 2025, with Justice Ranjana Prakash Desai as chairperson, Prof. Pulak Ghosh as part-time member and Pankaj Jain as Member-Secretary. Its remit includes recommendations on pay, allowances and benefits for specified central government, All India Services, defence, Union Territory and other listed employees, as well as review of bonus schemes, gratuity and pensions. The Gazette resolution gives it 18 months from constitution to make recommendations—approximately May 2027 by calendar arithmetic. Mint described the report as tentatively expected around May–June 2027, not on a fixed publication date.

What are employee unions demanding from the 8th Pay Commission?

There is no single union figure. Mint’s reporting gives different minimum-pay and fitment proposals, while the groups also emphasize distinct issues such as technical-duty compensation, pay progression and pensioner security.

These figures are proposals summarized by Mint from the organizations’ submissions, not decisions by the Commission. Mint’s 6 October 2026 report covers IRTSA and RSCWS; its 27 September 2026 report covers NC-JCM and BPMS.

What fitment factor has IRTSA asked for?

IRTSA has proposed a tiered factor rather than one multiplier for all employees: 2.92 for Levels 1–5, 3.50 for Levels 6–8, 3.80 for Levels 9–12, 4.09 for Levels 13–16 and 4.38 for Levels 17–18. Mint also reported IRTSA’s proposed minimum pay of ₹52,600 and 5% annual increment. These are the association’s demands, not a Commission-set factor or a basis for calculating an individual’s revised salary.

What is the 8th Pay Commission minimum salary demand?

It depends on which organization’s proposal is meant. Mint reported NC-JCM seeking minimum basic pay of ₹69,000 with a 3.833 fitment factor, and BPMS seeking ₹72,000 with a 4.00 factor. IRTSA’s reported minimum-pay proposal is ₹52,600 alongside level-specific factors. RSCWS did not specify a single minimum-pay figure or fitment target in the report; its emphasis was the share of remuneration counted as basic pay and retirement security.

What do the pension proposals mean for retirees?

RSCWS’s reported priorities focus on inflation protection and stronger pensioner security, including attention to housing, transport and healthcare costs. NC-JCM seeks application of its proposed fitment factor to pension revision. These are policy requests, not announced pension increases. No pension amount can be inferred from the proposals without an individual’s pension basis and a confirmed Commission formula.

Will the Bengaluru meeting decide the 8th Pay Commission salary?

No decision is established by the official notice or the Mint reporting about the visit. The meeting is a consultation stop, and the Commission’s recommendations remain to be made. The Cabinet said in October 2025 that, following the usual ten-year pattern, the recommendations’ effect would normally be expected from 1 January 2026. That was an expectation based on the cycle, not confirmation that revised scales have been approved, implemented or paid.

What will shape the Commission’s recommendations?

The terms of reference require the Commission to consider more than employee demands: fiscal prudence, resources for development and welfare, the cost of non-contributory pension schemes, state finances, and compensation in public and private sectors. Its recommendations must also fit within the mandate to report within 18 months of constitution. The official Cabinet announcement describes the expected effective-date convention; the Gazette resolution sets out the Commission’s remit and reporting window.
