Ireland Budget 2027: Income Tax Changes and Who They May Affect

Ireland’s Budget 2027 proposals would raise the 40% income-tax rate cutoff by €2,500 to €46,500 and increase the personal, employee and earned income tax credits by €125 each, to €2,125. RTÉ also reported a €1,600 increase in the entry threshold for the USC 3% band. These are announced proposals, not confirmed enacted rules; their effect depends on the final legislation and your circumstances.

What income-tax changes were reported for Ireland’s Budget 2027?

The Minister for Finance presented Ireland’s Budget Statement to Dáil Éireann on 6 October 2026. The measures below are reported announcements. Revenue explains that Budget proposals may require legislative changes and that a Finance Bill will be introduced and debated. Check the final legislation and Revenue guidance before relying on a particular tax outcome.

Reported measure Change What it may mean
Higher income-tax rate cutoff Increases by €2,500 to €46,500, according to RTÉ News. Some income that would otherwise fall above the cutoff may be taxed at the standard rate instead of the 40% higher rate, depending on the final rules and the taxpayer’s circumstances.
Personal tax credit Increases by €125 to €2,125, according to RTÉ News. Eligible taxpayers may have their tax liability reduced by the credit amount.
Employee tax credit Increases by €125 to €2,125, according to RTÉ News. Eligible employees may have their tax liability reduced by the credit amount.
Earned income tax credit Increases by €125 to €2,125, according to RTÉ News. Eligible earners may have their tax liability reduced by the credit amount.
USC 3% band entry threshold Increases by €1,600, according to RTÉ News. The threshold change may affect how much income is charged at the 3% USC rate; the final threshold should be checked in official guidance.

RTÉ described the overall package as €8.65 billion: €7 billion in public spending and €1.65 billion in income-tax measures. Those are reported package totals, not an estimate of an individual taxpayer’s gain.

How may the Budget 2027 proposals affect you?

If your income is near the higher-rate cutoff

The reported €46,500 cutoff matters most to people whose taxable income is close to the point at which the 40% rate applies. A higher cutoff could mean that more of a qualifying person’s income is taxed at the standard rate rather than at 40%. It does not mean that all income is taxed at 40% once a person crosses the threshold; the rate applies to the relevant portion under the applicable rules.

If you qualify for one or more of the listed credits

A tax credit reduces tax liability, subject to eligibility and the final provisions. The reported €125 increase applies separately to the personal, employee and earned income tax credits, each reaching €2,125. Which credits you can claim depends on your circumstances; do not assume that everyone qualifies for all three or that the reported amounts automatically determine your final bill.

If you pay USC

The reported €1,600 rise in the entry threshold for the USC 3% band may change how income is allocated across USC bands. It is separate from the income-tax rate cutoff and tax credits, so a calculation of income tax alone will not show the full effect on take-home pay.

Why your personal result may differ

The figures describe reported Budget measures, not a personalized tax calculation. The result for an individual depends on income, which credits they qualify for, USC exposure and the final rules, including any applicable commencement date. The available figures do not establish a universal amount of tax saved for a given salary.

Before making a financial decision, confirm the enacted measures and effective dates in the Finance Bill and current Revenue guidance. For a calculation involving multiple income sources, credit eligibility or other individual details, consider seeking advice from an Irish tax adviser.
