For U.S. federal taxes, gambling winnings are reported as income, while eligible losses are claimed separately as an itemized deduction. For tax year 2026, the deduction is limited to the lesser of 90% of gambling losses or total gambling winnings, so it may not fully offset reported winnings.
Why “breaking even” may not mean breaking even for tax purposes
Your personal tally of money won and lost is not the same as the federal tax calculation. Casual gamblers generally report gambling winnings as income. They do not simply subtract losses from winnings on that income line; eligible losses are claimed separately as an itemized deduction on Schedule A. The amount deductible depends on the tax year, your records, and whether you itemize.
For a 2026 illustration, suppose you have $1,000 of reportable gambling winnings and $1,000 of documented gambling losses. The 2026 limit caps the loss deduction at $900—the lesser of 90% of losses ($900) or winnings ($1,000)—assuming you itemize and otherwise qualify. That can leave $100 of winnings unmatched by the deduction. This example illustrates the limitation; it is not a calculation of your tax bill.
What changes for 2026—and what applies to 2025
For tax year 2026, the gambling-loss deduction is limited to the lesser of 90% of gambling losses or total gambling winnings. The change stems from section 70114(a) of Public Law 119-21 and applies beginning in 2026. IRS Publication 505 (2026) explains the limit.

Do not apply that 90% cap to a 2025 return. IRS Topic No. 419 describes the general casual-gambler rule as allowing losses only up to reported gambling income when the taxpayer itemizes and keeps records; the new 90% limit begins with tax year 2026. Use the instructions for the particular return year, since forms and line numbers can change.
Report winnings even if you never receive Form W-2G
The IRS says casual gamblers must report all gambling winnings on Form 1040 or Form 1040-SR using Schedule 1, including winnings not reported on Form W-2G. Winnings include cash and the fair market value of noncash prizes. A payer’s information-reporting threshold is not a tax-free allowance.

Form W-2G reports certain gambling winnings and any federal tax withheld. For payments made during calendar year 2026, the IRS instructions state a $2,000 minimum reporting threshold for certain payments, subject to the form’s game-specific rules, which can also involve the ratio of winnings to the wager. That figure is not a universal threshold for every casino payment. Report your winnings even when the payer does not issue a W-2G.
If a W-2G shows federal withholding in box 4, Publication 525 says to include it as federal income tax withheld on Form 1040 or Form 1040-SR. Withholding is a payment credited on your return; it does not by itself determine your final tax.

How to claim gambling losses
- Report winnings as income. Include gambling winnings on the federal return, whether or not you received a W-2G. Follow the form and line instructions for the tax year you are filing.
- Check whether you itemize. Casual gamblers claim eligible losses on Schedule A, not as a direct reduction of winnings on the income line. If you take the standard deduction rather than itemize, you generally cannot claim this itemized gambling-loss deduction.
- Apply the correct year’s limit. For 2026, the deduction cannot exceed the lesser of 90% of gambling losses or total gambling winnings. For 2025, do not use the new 90% cap.
- Claim only substantiated losses. Keep records supporting both your winnings and losses. Do not rely solely on a year-end estimate of whether you came out ahead.
Records to keep
IRS guidance calls for an accurate diary or similar record of gambling activity and supporting evidence. A logbook can help organize the information, but entries should be supported by records such as:
- W-2G forms and, where applicable, Form 5754.
- Wagering tickets, casino payment slips, receipts, or statements.
- Canceled checks, credit records, and bank withdrawal records that help document gambling activity.
Keep the record detailed enough to support the amounts you report and deduct. A notebook or logbook is optional; it is not proof on its own when the underlying entries are unsupported.

Does a break-even gambler automatically owe tax?
No. The rules can leave some gambling income unmatched by deductible losses, but that does not establish that every break-even player will owe a balance. The result on your return depends on your complete tax situation, including other income, deductions, credits, and tax payments such as withholding. This article covers U.S. federal income tax; state and local treatment varies and is not addressed here.
Casual gambler or gambling business?
The rules above describe casual gambling. The IRS distinguishes gambling pursued as a trade or business, for which Publication 525 (2025) directs taxpayers to Schedule C. That publication describes limits for professional gambling losses and expenses for tax years 2018 through 2025; it does not establish the corresponding 2026 professional-gambler treatment. If your gambling activity may qualify as a business, check current-year IRS guidance or consult a tax professional rather than applying the casual-gambler steps automatically.
