Portugal, Greece, UAE or Latvia? Residency Routes to Compare in 2026

“Easiest” depends on your income, work plans and investment capacity. Compare the official residence routes established for Portugal, Greece, Latvia and the UAE, and learn what to verify before applying.

There is no single “easiest” country for residency: the simplest route depends on whether you have foreign remote work, a local job offer, independent income, a business plan, investment capital, or qualifying family ties. Official information confirms several route types across Portugal, Greece, Latvia and the UAE, but does not establish a complete, authoritative list of 15 routes. This guide compares the routes supported by current government materials and highlights what applicants need to verify before choosing.

What “easiest residency” means in practice

“Easiest” is not an immigration status or a promise of approval. A route may look straightforward on paper but be unsuitable if you cannot document its income, investment, employment or business requirements. Compare the legal basis and the obligations that come with it—not just the application form or a headline investment figure.

  • Eligibility: What qualifies you—foreign remote work, local employment, independent means, business activity, investment or family relationship?
  • Financial evidence: What income, investment, source-of-funds records or dependant support must you prove?
  • Work permission: Does the permit allow local employment or self-employment, or only remote work for an overseas employer?
  • Presence and renewal: How long must you stay, how long is the initial permission valid, and what must you show to renew?
  • Family and administration: Which relatives can join, and what visas, insurance, translations, legalisations, appointments or biometrics are required?
  • Long-term aim: Are you seeking temporary residence, settlement or eventually naturalisation? A residence permit is not citizenship.

Country rules and administrative practice can change. Confirm the live requirements for your nationality, family situation and intended activity before committing money or moving.

Which routes are supported by official information?

The routes below are the ones established by the government materials reviewed for this comparison. They are not a claim that these are the only routes available in any country, nor that there are exactly 15 independently verified routes. Some are broad legal categories; others are steps in an application process rather than separate visas.

Portugal: investment authorization (ARI) Qualifying third-country national investors AIMA says the authorization permits residence and work, Schengen travel and family reunification. It allows visa-exempt entry for qualifying investors and sets a minimum stay of seven days in the first year and 14 days in later years. Source: AIMA. The current qualifying-investment list, investment-specific conditions, source-of-funds evidence, family documentation and renewal requirements. These presence rules belong to this route; do not assume they apply to other Portuguese permits.
Portugal: independent professional activity or immigrant entrepreneur Independent professionals and immigrant entrepreneurs The Portuguese consular service describes a residence visa for these activities. Its page, updated 25 May 2026, gives a 60-day service timeframe. That figure is not a guarantee of the total time to receive residence authorization. Which activity and business evidence qualify, financial requirements, application location, documents, and the stages after the visa is issued.
Portugal: general residence authorization Applicants already proceeding under an applicable residence-visa route AIMA lists a valid residence visa, proof of means of subsistence and an address declaration among the materials for residence authorization. It is not a substitute for first qualifying for the appropriate visa. The route-specific visa and its requirements, current document list, appointment process and renewal terms.
Greece: investor residence permit (“Golden Visa”) Applicants making a qualifying investment The Ministry of Migration and Asylum lists a valid passport or travel document, private health insurance and investment-specific documentation among application materials. The applicable investment type and location. Thresholds differ, so there is no single amount established here that applies to every investment. Verify current minimums and any transition rules against the ministry’s live instructions.
Greece: financially independent persons Applicants relying on financial independence The ministry publishes a residence-permit category for financially independent persons. Current means thresholds, work restrictions, family treatment, validity and renewal rules. The category name alone does not establish any of these terms.
Latvia: remote-work long-stay visa Eligible third-country nationals employed by an OECD-member-state employer, or self-employed and registered in an OECD member state Latvia’s migration authority describes a one-year long-stay visa for remote work while residing in Latvia. It explicitly says holders are not entitled to employment in Latvia. Whether your nationality and employer or self-employment registration qualify, the evidence required, and what activities count as remote work under the current instructions.
Latvia: financial-means information Applicants whose route has a financial-means requirement The migration authority publishes financial-means information, including employment-related criteria. This is supplementary information, not a standalone no-conditions residence route. The residence or work route you are applying under and the current means rules for that specific route.
UAE: Golden Visa Applicants who qualify under a specified Golden Visa category The UAE government describes a category-based, long-term residence visa. Qualifying holders may live, work or study, subject to the requirements of their category. The exact category and its current criteria, including any applicable financial, professional or other evidence. The general overview does not establish every category’s current thresholds.

Portugal’s routes illustrate why a raw count can mislead: the general authorization is a process that follows a qualifying visa, while remote work, investment and independent activity are distinct legal bases. Counting each application stage or subdividing categories just to reach 15 would give readers a false sense of comparability.

How the options differ for a personal-finance decision

If your income comes from a foreign employer or clients

Start by checking Portugal’s route for remote professional activity and Latvia’s remote-work visa. Portugal’s route is specifically for professional activity for an entity outside the country; Latvia sets a more explicit eligibility link to an OECD-country employer or self-employment registration in an OECD member state. Latvia’s visa does not authorize employment in Latvia. Do not treat permission to reside while working remotely as permission to take a local job.

If you have investment capital

Compare Portugal’s ARI and Greece’s investor permit only after identifying the precise qualifying investment. Portugal’s AIMA page sets out the ARI route and its presence rules; Greece’s ministry materials make clear that investment documentation and thresholds depend on type and location. Do not rely on historic real-estate figures or assume one minimum covers all Greek investments. Confirm the live category rules, qualifying transaction and source-of-funds requirements before transferring capital.

If you have independent means or want to build a business

Greece publishes a financially independent persons category, but the applicable means threshold and work restrictions need to be checked in the current instructions. Portugal describes a visa for independent professional activity or immigrant entrepreneurs; that is a different basis from simply demonstrating financial independence. Decide whether your plan depends on passive or independent means, providing services, or establishing a business, then collect evidence for that specific basis.

If you need local employment rights

Do not infer work permission from the label “residence visa.” Latvia expressly excludes employment in Latvia for remote-work visa holders. The UAE government overview says Golden Visa holders may live, work or study if they qualify under the relevant category. For Portugal and Greece, check the specific permit’s work conditions rather than extrapolating from a different route in the same country.

What the available numbers do—and do not—tell you

The Greek Ministry of Migration and Asylum reported that 2,975 of 8,693 investor residence permit applications filed from January 2025 through January 2026 had been issued, or 34%. This is the ministry’s accounting for that application-date cohort, not an approval probability for a new applicant and not a processing-time estimate. Individual outcomes depend on eligibility, complete documentation and the applicable rules.

Likewise, the 60-day service timeframe on the Portuguese consular page for independent activity or immigrant entrepreneurs should not be read as a guaranteed end-to-end time to residence authorization. A visa application and a later residence-authorization stage are not necessarily the same administrative step.

A practical way to shortlist a route

  1. Choose your qualifying basis. Write down whether you rely on remote employment, local employment, independent income, business activity, investment or family ties. Do not choose a route based on a marketing label alone.
  2. Check your work plan. Establish whether you need to work for a local employer, work remotely for a foreign entity, or operate independently. Confirm that the route allows the activity you intend to perform.
  3. Build a document-and-budget checklist. Verify current income or investment rules, source-of-funds records, health insurance, accommodation or address evidence, dependant requirements, translations and legalisations.
  4. Map the process stages. Check whether you must obtain a visa before arrival, then apply for authorization in-country, attend an appointment or provide biometrics. Note renewal requirements and any minimum-presence rule for the specific route.
  5. Compare the route with your long-term objective. Confirm whether the permission is temporary or long-term and what separate rules govern settlement or naturalisation. Do not assume time on a particular permit automatically produces citizenship.

For Greece, use the migration ministry’s live route instructions; for Latvia, the migration authority’s route page; and for the UAE, the government platform’s category-specific Golden Visa criteria.
