A Costco warehouse is proposed for the northwest corner of East 191st Street and East Street in Westfield, Indiana, but it has not been reported as finally approved. The proposal includes a roughly 166,739-square-foot store, a separate fuel facility and about 899 parking spaces. The most contested issue is whether drivers should be allowed to turn left into the site from 191st Street.
What Costco has proposed for Westfield
The application, called Midtown at Westfield PUD, Amendment II, seeks to amend the planned-unit development for the northwest corner of East 191st Street and East Street. Mayor Scott Willis announced the filing on Aug. 28, according to Current Publishing. The site is currently undeveloped and borders Cool Creek to the north.
The project narrative, as reported by Current Publishing, describes a 166,739-square-foot retail warehouse, approximately 899 parking spaces, a retention pond and three grass-seeded outlots reserved for possible future use. The plan also includes a freestanding fuel facility with 16 dispensers and 32 fueling positions. It anticipates access from both 191st Street and East Street, with site planning that accounts for future dredging and flood-zone conditions.
Fuel facility: initial layout and possible expansion
The project narrative describes the initial facility as having 16 dispensers and 32 fueling positions. At a later council presentation, Costco representatives described a possible expansion to 20 pumps and 40 dispensers, with capacity of up to 400 vehicles per hour, as reported by Current Publishing. That is a stated potential expansion, not the initial layout or a confirmed final design.

Why the left-in entrance is disputed
The central access question is whether drivers should be able to turn left from 191st Street into the Costco site. Costco’s representative said the movement would help customers approaching from the west. Council members, including Council President Patrick Tamm and Councilor Victor McCarty, raised safety concerns about allowing that turn.
Costco Real Estate Development Director Steve Cross called the proposed access important. In the Indianapolis Star’s report, he said, “We think this is an excellent access for our development.” Tamm, quoted by Current Publishing, objected to the movement: “Right-in, right-out, fine. But if you’re trying to make a left coming off of US 31, going in on 191st Street, there is no way this works.”

The disagreement is not simply about convenience. The council report described concerns about existing congestion on 191st Street, school-release traffic, events at Grand Park and other development along the corridor. Cross argued that sending westbound customers around the roundabout instead of allowing a direct left turn could add congestion there. Costco said it was conducting a traffic study with the Indiana Department of Transportation and would consider feedback; the reports do not establish that the study resolved the issue.
Changes discussed at the Oct. 5 hearing
At the Advisory Plan Commission hearing on Oct. 5, Costco representatives said they had agreed to remove a “left out” movement while continuing to regard a “left in” as important, according to the Indianapolis Star report. They also described changing the exterior from muted gray to earth tones and raising a wall to screen parked trucks. These were changes discussed at the hearing; the reporting does not establish whether they are now part of a final filed plan.

What the company estimates—and what remains uncertain
Costco representatives estimated that the store could employ 175 to 200 people initially. Cross also said about 12,000 existing Costco members live in Westfield, according to the Indianapolis Star. Those are company-reported estimates, not independently verified forecasts of jobs created or local customer demand.
A Costco traffic consultant estimated up to 9,000 weekday customers, with more on Saturdays, according to Current Publishing and Axios Indianapolis. The estimate includes people stopping for fuel and should be read as a project-side forecast, not an independently validated traffic count. No published traffic-study results or independent economic-impact figures were included in the reports cited here. Proposed employment, retail spending, tax effects and traffic impacts should therefore not be treated as settled outcomes.
