No official 8th Pay Commission fitment factor or revised pay matrix is established in the cited government materials. The current 7th CPC entry basic pay is ₹35,400 for Level 6, ₹44,900 for Level 7 and ₹47,600 for Level 8. Multiplying those amounts by assumed factors can show possible arithmetic outcomes, but it cannot tell you what the Commission will recommend.
Current Level 6, 7 and 8 basic pay
The Department of Expenditure’s 2016 revised pay rules list these starting cells in the 7th CPC pay matrix:

These are basic-pay entry values, not total salary, take-home pay or an 8th CPC amount. An employee’s actual pay depends on their matrix stage and applicable allowances and deductions. Department of Expenditure: Revised Pay Rules, 2016.
Illustrative basic pay at hypothetical fitment factors
The following table multiplies each current entry cell by a common assumed factor. Every result is hypothetical arithmetic, not an official estimate or an announced 8th CPC recommendation.

These products do not model how a future matrix might map an employee’s pay, round figures, preserve increments, change levels or handle allowances. For scale, each extra 0.1 in the assumed factor adds ₹3,540 to the Level 6 entry-cell product, ₹4,490 to Level 7 and ₹4,760 to Level 8. Those differences are arithmetic only, not a forecast of revised pay.
Why the 2.57 factor is not an 8th CPC forecast
Official material describes 2.57 as part of the historical 7th CPC fixation method: multiply basic pay by 2.57, then locate the result in the new matrix at the corresponding level, subject to stated exceptions. The Seventh CPC report also shows different rationalised entry-pay multipliers across pay bands, including 2.57, 2.62 and 2.67. The historical examples illustrate why a headline factor alone does not determine a final matrix or every employee’s fixation. Seventh Central Pay Commission report.
What is officially known about the 8th Pay Commission
The Government announced the Commission in January 2025. The Cabinet approved its Terms of Reference on 28 October 2025, and the Commission’s official site says it was constituted by notification dated 3 November 2025. The Ministry of Finance’s release says it is to make recommendations within 18 months of constitution and may submit interim reports. The Terms of Reference say recommendations would normally be expected from 1 January 2026, following the usual ten-year cycle. That expectation is not confirmation that a new pay structure took effect on that date. The Commission is directed to consider economic conditions and fiscal prudence, resources for development and welfare, unfunded non-contributory pension costs, likely effects on state finances, and prevailing compensation and working conditions in central public-sector and private-sector employment. These considerations mean that a past factor cannot be treated as a mechanical guide to the next one.
As of 7 October 2026, the official Commission homepage lists 2026 notices, meetings and visits, while its repository lists the 6th and 7th CPC reports. The cited official material does not establish an 8th CPC final report, approved factor, new Level 6–8 matrix or implementation order. How to read a circulated “new basic pay” figure
- Check whether the figure is explicitly an official Commission recommendation or only a multiplication of existing basic pay by an assumed factor.
- Confirm the starting point: the figures above are entry cells, not every employee’s current basic pay.
- Do not treat an illustrative basic-pay amount as in-hand salary; the arithmetic does not account for allowances, deductions or individual service details.
- Look for the actual matrix and fixation rules, including level mapping, stages or increments, rounding and effective date. A factor by itself does not answer these questions.
The Ministry of Finance’s 28 October 2025 release says: “The 8th Central Pay Commission will be a temporary body.” It also says: “It will make its recommendations within 18 months of the date of its constitution.” These are statements about the Commission’s form and timetable, not a published fitment factor.
