Zimbabwe is discussing a possible partnership with NPCI International Payments Ltd. (NIPL) to build domestic real-time payments infrastructure based on technology behind India’s Unified Payments Interface (UPI). The talks are ongoing, and a deal could be reached by October 31, 2026, according to a Moneycontrol report published October 6, which attributed the details to emailed responses from Reserve Bank of Zimbabwe Governor John Mushayavanhu to Bloomberg. No agreement has been reported as signed, and no Zimbabwean system has launched.
What Zimbabwe and NIPL are discussing
The proposal is to create shared payments infrastructure for Zimbabwe, drawing on UPI technology. As described in the October 6, 2026 Moneycontrol report, that common infrastructure would connect banks, mobile-money operators, fintech companies and other payment providers so transactions could be processed in real time.

This is a proposal to support Zimbabwe’s own domestic payment system. It is not a report that Zimbabwe has adopted India’s UPI, nor that Indian UPI users can currently pay at Zimbabwean merchants.
What the proposed system could change
Governor Mushayavanhu reportedly expects shared infrastructure to reduce transaction costs and make payments faster. He also described account-to-account transfers as a potential lower-cost option than cards for low-value domestic transactions, and said banks could offer merchants lower-cost services. These are anticipated benefits, not savings measured in an operating Zimbabwean system.

The governor also presented digitized payments as a way to improve government visibility into economic activity by small and medium-sized businesses. That is a stated rationale for the proposal, not evidence that SME activity is already being measured more fully.
Domestic payments now; cross-border possibilities later
The immediate proposal is for domestic payments infrastructure. Cross-border payments and remittances could be considered at a later stage, but the report gives no timeline for such a phase. It does not establish that international transfers would be available when a domestic system launches.
This distinction matters because exporting technology to build a country’s own payment network is different from enabling Indian UPI customers to pay abroad. The report describes the former for Zimbabwe, not current UPI acceptance there.

India’s government describes UPI as a real-time system that allows users to operate multiple bank accounts through a participating bank or payment-provider app, make fund transfers and pay merchants. Its scale offers context for why another country might consider a UPI-modeled approach, but it does not predict Zimbabwe’s future usage or costs.

The Government of India factsheet also said UPI was live in 11 foreign countries for acceptance and/or cross-border remittances as of August 2026. That figure concerns UPI’s international reach; it does not mean Zimbabwe is among those countries or that the Zimbabwe proposal includes cross-border transfers.
A relevant precedent, but not a Zimbabwe deal
In May 2024, NIPL announced an agreement with the Bank of Namibia to support development of an instant payment system modeled on UPI. NIPL said the intended system would support interoperability and real-time person-to-person and merchant transactions. The NIPL announcement shows that technology support for a UPI-modeled African domestic system has been announced elsewhere; it does not establish the terms, status or outcome of any Zimbabwe arrangement.
What remains unknown
The October 6 report does not provide signed terms or technical and rollout details. It does not establish who would own or fund a Zimbabwe system, what fees or merchant charges might apply, how settlement or security would work, which institutions would participate, what regulatory approvals would be needed, or when deployment could begin. Those details cannot be inferred from India’s UPI or the Namibia project.
