The Ann Arbor Planning Commission approved rezoning and an area plan for a parcel proposed as the 10th property in The Dean, a planned high-rise near the University of Michigan. The August 18, 2026, action was not final City Council approval. The added parcel is at 548 South Fifth Avenue, next to the project’s original site at 558 South Fifth Avenue.
What the added property means for The Dean
The developer’s proposal expands The Dean from nine parcels to 10 by adding the 7,600-square-foot property at 548 South Fifth Avenue. The project is planned for 558 South Fifth Avenue in downtown Ann Arbor. The City of Ann Arbor’s project page tracks the broader project, including separate site-plan review.
WEMU-FM reported that the revised concept is a 14-story building with approximately 240 apartments. Those are reported proposal details, not a final building permit or a guarantee of the design that will ultimately be built. What has been approved—and what remains distinct
The added parcel
On August 18, 2026, the Planning Commission approved rezoning and an area plan for 548 South Fifth Avenue. That is a commission action in the city’s land-use process; it should not be described as final City Council approval. The parcel’s case is recorded in Ann Arbor Legistar File 26-1318.

The original nine-parcel site
The original project site had a separate zoning decision. On March 2, 2026, City Council passed Ordinance 26-06, rezoning about 0.95 acres at 558 South Fifth Avenue from R4C and M1 to D1 Downtown Core with a Midtown Character overlay and Secondary Street frontage. The ordinance included conditions, including a minimum 10-foot side and rear setback where the site adjoins residential zoning. That action applied to the original site, not the subsequently added parcel. See Ann Arbor Legistar File 26-0061.
Does the added parcel have final City Council approval?
The available legislative record listed October 5, 2026, for City Council’s first-reading consideration of the added-parcel matter. That listing alone does not establish Council’s final disposition. The city’s Legistar File 26-1519 is the record to consult for subsequent action. Without a confirmed later disposition, the accurate status is that the Planning Commission approved the addition, while final Council approval is not established here.

The original site’s Council-approved zoning and the added parcel’s Planning Commission approval are separate actions on different parcels and dates. The 10th property can be described as part of the expanded proposal, but the commission vote by itself does not show that every zoning step is complete or that the full development has received final site-plan approval.
