Iowa Gov. Kim Reynolds announced Jon Dunwell’s appointment to the Iowa Utilities Commission on October 5, 2026—the same day he resigned immediately from his Iowa House District 38 seat. The appointment fills a vacancy left by former commissioner Erik Helland, but Dunwell still needed Iowa Senate confirmation when the legislature reconvened in January, according to Radio Iowa’s October 6 report. As of October 7, 2026, no confirmation outcome had been reported.
What happened on October 5
Reynolds announced that she was appointing Dunwell to the Iowa Utilities Commission (IUC). Earlier that day, he resigned his House District 38 seat effective immediately. The Governor’s announcement said Dunwell was not seeking reelection.
Dunwell had represented District 38, which covers parts of Jasper County, since October 2021. His resignation from the House and his appointment to the commission are separate steps: the House departure took effect October 5, while the commission appointment remained subject to Senate confirmation.
Does Jon Dunwell need Senate confirmation?
Yes. Radio Iowa reported on October 6 that the Iowa Senate must confirm Dunwell’s appointment when the legislature reconvenes in January. That report described confirmation as pending; as of October 7, 2026, the outcome was not known. The Iowa Code’s 2026 index identifies Chapter 474 as “Utilities Commission” and lists §474.1 as “Creation of commission — organization,” but that index does not establish Dunwell’s confirmation status or precise term. Radio Iowa’s report and the Iowa Legislature’s 2026 Code Chapter 474 index provide those procedural details.

Whose vacancy does Dunwell fill?
Radio Iowa reported that Dunwell would fill the opening left by Erik Helland, who had resigned about a month earlier. The available reports establish the vacancy and the pending confirmation step, but do not establish the eventual result of the Senate process.
Who is Jon Dunwell?
According to the Governor’s October 5 announcement, Dunwell served as vice chair of the Administration and Rules and Ways and Means committees in the Iowa House. The release also lists his service on the Environmental Protection, Judiciary, Local Government, State Government and Transportation committees, along with joint and state commissions.
The Governor’s office says that before entering the House, Dunwell served as a pastor and as chaplain for the Orange County Sheriff’s Office in Orlando, Florida, and as a pastor in Minnesota. At the time of the appointment announcement, the release identified him as Director of Outreach and Engagement at The Family Leader and pastor of Gateway Church Monroe. These are biographical details supplied by the Governor’s office, not an independent assessment of his performance.
