No. Under the cited central-government guidance, pensioners aged 80 and above may submit their life certificate in October; the normal submission month is November. That does not establish an October 1 window for every senior citizen. Jeevan Pramaan eligibility is a separate question: the pensioner’s Pension Sanctioning Authority (PSA) must be onboarded, and re-employed or remarried pensioners are not eligible to make a Jeevan Pramaan Digital Life Certificate (DLC).
Who can submit a DLC in October?
The Department of Pension & Pensioners’ Welfare guidance attributes the October provision for pensioners aged 80 and above to Office Memorandum No. 1/20/2018 P&PW(E), dated July 18, 2019. It says life certificates are normally submitted in November, with October available to pensioners aged 80 and above. The guidance does not say that every person classed as a senior citizen can use an October 1 window. Read the Department’s central pension guidance.
This is central-government guidance, not proof of a universal rule for every pension scheme or pension authority. Check with the pensioner’s own authority or disbursing agency for instructions that apply to their pension. The cited guidance reflects the 2019 memorandum; check for any newer direction from the relevant authority before relying on the timing.
Does the pensioner qualify to use Jeevan Pramaan?
Jeevan Pramaan’s official FAQ says: “A pensioner whose Pension Sanctioning Authority (PSA) is onboarded on to JeevanPramaan is eligible for Jeevan Pramaan.” It also says: “A pensioner who is re-employed or re-married is not eligible to make JeevanPramaan i.e Digital Life Certificate.” Those scheme conditions are distinct from the October age-and-timing rule. Search the official list of Pension Sanctioning Authorities and corresponding Disbursing Agencies to see whether the pensioner’s PSA is onboarded. The list is marked as of October 3, 2026; confirm current arrangements with the authority if the listing or its status is unclear.
What information and authentication are needed?
The FAQ requires an Aadhaar number or Virtual ID (VID) and pension-related information, including the pensioner’s name, mobile number, PPO number, pension account and details about the pension authority or disbursing agency. Enter the details accurately: incorrect information may result in rejection. A pensioner does not need to sign up on the Jeevan Pramaan portal before generating a DLC. The FAQ says you can locate a CSC through the portal or by SMS: send “JPL” followed by a space and the PIN code to 7738299899. Confirm the format and availability with the official service if the SMS route does not return a useful result.
How to check eligibility and submit
- Check the PSA. Look up the pensioner’s Pension Sanctioning Authority in the official onboarded authority list. If it is not listed, ask the pension authority or disbursing agency which life-certificate process to use.
- Check the submission month. Under the cited central guidance, November is the normal month and pensioners aged 80 and above may submit in October. Confirm the pensioner’s specific deadline and any newer instructions with their authority.
- Choose a supported route. Use phone face authentication, Windows fingerprint or iris authentication with compatible equipment, or an assisted CSC or disbursing-agency service. Availability can vary locally.
- Provide the required details and authenticate. Have the Aadhaar number or VID and pension information ready. Use the relevant app and Aadhaar Face RD for phone face authentication, or a compatible registered biometric device and its RD service for fingerprint or iris authentication.
- Keep the Pramaan ID and confirm processing. After successful generation, retain the Pramaan ID and check with the disbursing agency that it received and processed the certificate. Jeevan Pramaan makes generated certificates available to disbursing agencies, but incorrect information can lead to rejection.
How long does a Jeevan Pramaan certificate remain valid?
A DLC is not permanent. Its validity follows the pension sanctioning authority’s rules. The FAQ says a new DLC and Pramaan ID are needed when the existing certificate’s validity period expires. Check the applicable validity period with the PSA or disbursing agency. Read the Jeevan Pramaan FAQ.
