Karnataka CM D.K. Shivakumar Was Scheduled to Attend GST Council Meeting in Delhi

Karnataka Chief Minister D. K. Shivakumar was reported to be planning to attend the 57th GST Council meeting in New Delhi on Thursday, October 8, 2026. As of October 7, his attendance had not yet been confirmed. The meeting is scheduled for 11 a.m. at Bharat Mandapam.

When and where is the 57th GST Council meeting?

The GST Council Secretariat rescheduled the meeting to Thursday, October 8, 2026, from 11 a.m. onward in the Summit Room at Bharat Mandapam, New Delhi. An October 5 memorandum, reproduced by TaxGuru, cited “unavoidable circumstances” but did not give a further explanation. This replaced the earlier October 7 schedule reported before the change.

Was D. K. Shivakumar confirmed to attend?

No confirmation of his actual attendance was available as of October 7. The New Indian Express reported that Shivakumar was expected to travel to Delhi after a Karnataka Cabinet meeting and attend the Council session. The Council’s official member directory lists him as Karnataka’s Chief Minister and Finance Minister and a member of the Council. Union Finance Minister Nirmala Sitharaman is the Council’s chairperson.

Karnataka Home Minister Priyank Kharge defended the Chief Minister’s participation, telling The New Indian Express: “There is nothing wrong with the Chief Minister attending the meeting.”

What issues is Karnataka expected to raise?

The New Indian Express reported that Karnataka was expected to support procedural reforms while seeking an exception for input tax credit (ITC) related to vehicles. ITC allows a business to offset eligible GST paid on purchases against GST it owes. The report did not establish the exact scope of the proposed vehicle exception.

A separate expected discussion concerns buyers who may lose ITC when a supplier collects GST but fails to remit it to the government. The issue is whether genuine buyers can be protected in such cases. These are reported concerns and possible discussions, not decisions made by the Council.

What is not yet known?

A current report said the detailed formal agenda was not publicly available. As of October 7, the Council had not yet met, so neither final agenda items nor meeting decisions could be treated as confirmed. The GST Council meeting archive did not provide a visible entry for the upcoming 57th meeting in its recent listings.
